INTRODUCTION This engineering report is prepared to verify that the proposed development of Creekside Estates is constructed outside of the Denton Creek 100-year floodplain and FEMA floodway. Creekside Estates is a single family residential subdivision located north of DeForest Road, south of Denton Creek and west of The Estates of Cambridge Manor. The current effective FEMA mapping shows that the project extends into an area of the flood fringe delineation. Reclamation of a portion of this area is proposed to elevate the project above the ineffective flow area south of Denton Creek. The location of the project is shown on report Exhibit 1, Location Map and the 100-year floodplain mapping is shown on Exhibits 2 and 5. H. METHODOLOGY The subject project is located in City of Coppell Denton Creek watershed. The current effective HEC-2 FEMA models for the floodway and multiple profile were obtained through the city and duplicated. These models show that the proposed project is outside of the effective flow area of the improved Denton Creek channel. Fill is to be placed 2-feet above the FEMA 100-year floodplain elevation to remove some shallow flooding on the site. This fill area is shown on Exhibit 4 /Cross Section Plots. A second set of computer models include this proposed fill in the left overbank. This fill does not increase the 100- year base flood or floodway water surface elevations. Calculations show that this fill will remove 2.55 acre-feet of ultimate 100-year floodplain storage (elevation 452.8) from the Denton Creek watershed. Following is a tabulation of this data. III. WATER SURFACE PROFILES Four HEC-2 computer analysis were run to show the following conditions: (1.) existing (pre-project) floodway, (2.) existing(pre-project) multiple profile, (3.) proposed project floodway, and (4.) proposed multiple profile model. The floodway models include the city ultimate 2-year and 100-year discharges and resultant hydraulic data in the summary printout. An recent aerial topographic map is attached as Exhibit 5. This map shows cross section locations, stream flow line, pre-project contours and 100-year floodplain. Following is a summary tabulation of the water surface elevations taken from these computer runs. The project will have a minimum fill elevation of 454.6, 2.0 feet above the FEMA 100-year floodplain elevations. The current effective baseline model was revised for the proposed project by adding fill to section numbers 21645 and 22370 and by including future city urbanization 2-year and 100-year discharges. The hydraulic parameters for this project are the same as the current effective Flood Insurance Study(FIS) for existing (pre-project) conditions. The existing FIS data were obtained through the city and the discharges, starting water surface elevations, cross section data, "n" values, and expansion and contraction coefficients are included in this data. IV. CONCLUSIONS The single family residential addition, Creekview Estates is being engineered for construction in the City of Coppell, Texas. This project is located north of DeForest Road within an area that is shown to be within the adopted FEMA 100-year floodplain. The current city aerial topo mapping shows that shallow flooding in this area is caused by downstream bank overflows and that the inundated area is a noneffective flow area. This is demonstrated by computer modeling that show no increase in the 100-year water surface elevations for proposed conditions. Attached are completed FEMA forms and a request to issue a Letter of Map Revision (LOMR) for this project. Supporting exhibits and computer runs are also attached to facilitate this approval. This is required to assure that the effective model input data has been transferred correctly to the requestor's equipment and to assure that the revised data will be integrated into the effective data to provide a continuous FIS model upstream and downstream of the revised reach. 2. Corrected Effective Model Natural Floodway The corrected effective model is the model that corrects any errors that ❑ ❑ occur in the duplicate effective model, adds any additional cross sections to the duplicate effective model, or incorporates more detailed topographic information than that used in the currently effective model. The corrected effective model must not reflect any man-made physical changes since the date of the effective model. An error could be a technical error in the modeling procedures, or any construction in the floodplain that occurred prior to the date of the effective model but was not incorporated into the effective model. 3.
