RE: CARROLLTON LANDFILL STATUS REPORT/SUMMARY OF THE CARROLLTON
PLANNING AND ZONING/CITY COUNCIL JOINT MEETING
I attended the City of Carrollton Planning and Zoning and City Council
Joint Meeting on Thursday, January 26, 1989, and provide highlights
below. Attached are the minutes and information on that meeting,
furnished to us by the City of Carrollton. I have asked that all
information regarding this Landfill request, be forwarded to us. Also
attached, are related news articles and Ms. Stivers' letter in response to
when she and another Staff member met with Coppell Staff.
As you know, the Carrollton Planning and Zoning Commission will meet on
the 16th of February, to further consider the hearing on the SUP for the
Landfill request. Kathy Stivers, Senior Planner for Carrollton, advises
me that their Staff will recommend a continuance of the Public Hearing as
the applicant's engineer, Nathan Maier, does not have all of the hydraulic
engineering work completed as of yet.
Additionally, Ms. Stivers indicated that their Planning and Zoning
Commission will be considering an SUP for mining on this site. This
request is an extension for an SUP that has already expired. Carrollton
Staff will also ask for a continuance of this case to their March 16, 1989
meeting.
City of Carrollton Staff will indicate that the City of Coppell has the
same concerns for the SUP mining application as it does for the SUP
Landfill application.
Now to the summary of the joint meeting of the Carrollton P&Z Commission
and City Council on January 16, 1989. There was no formal comment made
(i.e. a separate statement) by me representing the City of Coppell. The
Carrollton Planning Staff did provide for the record the City of Coppell's
comments as described in Ms. Stivers letter to Russell Doyle, dated
January 13, 1989. Three times I was asked to respond to particular
questions. The first response was as to what Coppell's general concerns
regarding the Sandy Lake Road access, and what future plans Coppell has
for Sandy Lake Road. I indicated that Sandy Lake Road was not funded/nor
programmed for any improvements at any of the three (3) levels of
government (Federal, State or Local).
Mayor Milburn Gravely told the applicant to look toward another access
other than the one on Sandy Lake Road.
The second time Coppell was asked to respond, was as to whether Sandy Lake
Road was a truck route in Coppell, and I answered that it was not.
Representatives of the applicant indicated during the meeting, and in
later conversation after the meeting, that Coppell should not restrict
truck traffic on Sandy Lake Road because Coppell has trucks servicing the
Development Community that need to use that Road.
The third time I responded was to answer Mayor Gravely's request to
describe the Zoning and Development in Coppell bordering the City of
Carrollton.
Please note that TU Electric was present, and made the statement that they
want what both Cities want.
