R er Addition - Phase II .:~..3 ~.-~-y Dear Ken: In accordance with our recent discussions, enclosed is the following additional data requested on the flood study fur the above referenced project: 1. Plots of the water surface profile 2. A copy of the FIRM delineating the proposed study area 3. Completed FEMA Standard Forms. In addition to the above information, we have retained an environmental consultant to evaluate compliance with Federal Regulations. Due to their current workload, the Corps of Engineers is now relying on outside consultants to review and evaluate projects. The consultant has made a site investigation and has determined that Section 404 of the Clean Water Act is not violated by this project. A written report summarizing this investigation will be sent to us in the next few days and I will forward this information to you as soon as I receive it. Also enclosed from the flood study is a copy of the existing and proposed water surface elevations for the project. As indicated, there are no increases in water surface elevations as a result of this work. If you have an3' questions or require an3' additional information, please do not hesitate to call. Texas 75019 Re: Floodplain Review for ~.lJtdition Dear Mr. Griffen: We have completed a review of the subject request for letter of map revision. The following is a summary of the results of this review: I. The study does not contain the Standard Forms require by the Federal Emergency Management Agency .... " (FEMA). Before the study can be approved these forms must be completed. 2. No water surface profile plots were provided, lhese are required by FEMA and should be provided to evaluate the results of the hydraulic analysis. 3. FEMA requires a plot showing the proposed model delineation within the FEMA floodplain shown on the effective Flood Insurance Rate Map (FIRM). 4. Coppell ordinance requires compliance vd. th all applicable Federal Regulations. Information should be provided that Section 404 of the Clean Water Act (wetlands) is not violated by the proposed project. We have reviewed the modeling efforts for the existing and proposed model and believe that they are appropriate. Sincerely k/~-O 4'- · . RonaldW. Morrison. P.E. CFM':.(J~.[/~,£. The 100-year flood elevations computed in model PROULT29 were used to set minimum finish floor levels on proposed lots as shown in Exhibit A. The City of Coppell Floodplain Management Ordinance requires that the proposed development not increase the effective F.I.S. base flood elevations by more than one foot. Model PROEX29 was prepared to evaluate the impacts of the proposed improvements on the 100-year flood with the existing watershed condition. A comparison between the water surface '. profile computed in models CAREX3 for the existing flood plain and PROEX29 for the proposed flood plain evidences very small changes in water surface elevation through the project -9- Jerry Patchy' Consulting Engine. ers "~ .';" '-" "." ~---~.'" -~-~'~ P.O.
