HISTORY: The preliminary plat was approved by City Council on November
12, 1996 and the Planning and Zoning Commission was granted to
be the approval authority for the Final Plat.
TRANSPORTATION: Moore Road is a C2U, two-lane undivided road built in a 60 foot
fight-of-way. Carter Drive is a two lane local street contained
within a 50 foot right-of-way.

COMPREHENSIVE PLAN: The Comprehensive Plan shows single-family uses and a
portion of the area to be in the floodplain.
DISCUSSION: The only outstanding issue remaining with this final plat is related to the
Leisure Services Department comments. If the developer is required to
construct the City's Hike and Bike Trail, the cost will be deducted from
the $1,285 per dwelling unit park land dedication fee. The Hike and Bike
Trail Master Plan suggests that the probable best trail routing for this
particular Wail is on the south side of the D.A.R.T. right-of-way adjacent
to the Belfiine Road. Also, for your information, the Cottonbelt trail
continues westward beyond Coppell's city limits to Grapevine, Southlake,
Colleyville, Hurst, and North Richland Hills. In those communities, it is
located on the south side of the rail line and adjacent to Highway 26. The
City of Grapevine is leasing 25' of the 100' D.A.R.T. right-of-way and
has begun the initial phase of its trail design. Because of neighboring
cities hike and bike trail locations, our trail should also be placed on the
south side of the D.A.R.T. line, thus, resulting in a continuous trail
without mil track crossings. If this is an agreeable location, its
delineation on this plat is not necessary.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Planning staff recommends approval of the final plat with no requirement
of a Hike and Bike trail easement or construction and compliance with
Engineering comment.

COMMENT STATUS: ~ INITIAL
The developer will be responsible to participate in the City of Coppell's parkland dedication
ordinance fee of $1,285 per dwelling unit. This plat is also impacted by the City of Coppell's
Hike and Bike Trail Master Plan. This plat is contiguous to the Cottonbelt trail which is a major
connector of three local trails and one regional trail. The developer may be responsible to
construct a 12-foot wide concrete hike and bike trail along this important corridor.
