As discussed in our last meeting, we looked at the progression and queuing on Denton Tap Road during the morning, noon and afternoon peak hours. Based upon the results of the analyses, it appears a traffic signal could be installed at the Minyard's Driveway without significantly impacting the progression on Denton Tap Road or causing any serious queuing problems. Signalization of Denton Tap at Minyard's Driveway November 16, 1999 Coppell, Texas TECHNICAL MEMORANDUM PROPOSED SIGNALIZATION AT MINYARDS DRIVEWAY IMPACTS ON DENTON TAP ROAD BETWEEN SANDY LAKE ROAD AND MINYARD'S DRIVEWAY I. Introduction In October of 1999, Minyards Properties, Inc. requested the services of Innovative Transportation Solution, Inc. to conduct a traffic operations analysis for the roadway network containing the signalized intersection of Denton Tap Road at Sandy Lake Road and the possible signalization of the existing Denton Tap/Minyards Driveway intersection. The primary focus of this study is to confirm that signalization progression will be maintained and that the potential queuing of vehicles on southbound Denton Tap Road between Sandy Lake Road and the Minyards Drive will not queue back through the Sandy Lake Road intersection or impact the overall system operations. II. Data Collection ITS has collected manual traffic counts at the two study intersections. The following time periods were identified as the Peak Periods: Critical Peak Period Peak Period A.M. Peak Hour: 7:30 to 8:30 am Noon: 12:00 to 1:00 pm P.M. Peak Hour: 5:00 to 6:00 pm The resulting Traffic Count Data is provided in the Appendix. Analysis Assumptions Data used in the PASSER II simulations and the corresponding output have been attached to this report. Timing sheets as provided by the City of Coppell were used for the intersection of Denton Tap Road and Sandy Lake Road (refer to appendix). The following outlines the primary analysis assumptions: ➢ Cycle lengths: A.M. Peak 110 seconds Noon Peak 75 seconds P.M. Peak 100 seconds ➢ Posted speed: Denton Tap Road: 40 MPH Sandy Lake Road: 35 MPH ➢ Distance between the two intersections equals 465 feet(center of intersection to center of intersection) ➢ Progression along Denton Tap Road ➢ Average Lane Widths: 11 feet for through and right-turn lanes 10 feet for left-turn lanes 15 feet for Minyards Driveway and McDonald's Driveway This data was used in PASSER II to evaluate the operations of the roadway network which would include the intersection of Denton Tap/Sandy Lake and the intersection of Denton Tap/Minyard's Driveway. The PASSER II evaluation was based upon the existing geometrics of each intersection which include: ➢ Denton Tap Road: Northbound Approach: One (1) exclusive left-turn lane Three (3) through lanes One (1) shared right-turn lane ➢ Denton Tap Road: Southbound Approach: One (1) exclusive left-turn lane Three (3) through lanes One (1) shared right-turn lane ➢ Sandy Lake Road: Eastbound Approach: One (1) exclusive left-turn lane One (1) through lane One (1) exclusive right-turn lane ➢ Sandy Lake Road: Westbound Approach: Two (2) exclusive left-turn lanes One (1)through lane One (1) exclusive right-turn lane ➢ Minyards/McDonald's East/Westbound: One-lane approach, three movements Innovative Transportation Solutions, Inc. -2- Signalization of Denton Tap at Minyard's Driveway November 16, 1999 Coppell, Texas IV. Analysis Characteristics A series of signalized intersections along an arterial street comprise an arterial street system. Such systems provide mobility from Point A to Point B by efficiently moving vehicles along the street segments. Given adequate design and access features, signal coordination can provide mobility along an arterial street that allows vehicles to progress through a series of signals without stopping. Some of the problems that occur along arterial streets as a result of poor or outdated signal timing and increasing or changing traffic demand include: 1. Lack of progression, causing excessive stops and low average travel speed; 2. Inadequate phase capacity at intersections, causing an additional amount of overflow traffic delay to occur and creating a bottleneck in the system; and 3. Overflow demand at turn bays and intersection approaches, causing blockage of through lanes and upstream intersections. V. Conclusions The results of the analysis are outlined in Tables 1 and 2. The PASSER II analysis addressing the proposed traffic signal at the Denton Tap/Minyard's Driveway intersection showed a signal would operate well at this location. Levels-of-service at the intersections would fall within a range that is typically acceptable for urban areas during peak periods, and the progression along Denton Tap Road should not be significantly impacted. As can be seen in Table 2, the maximum queue length on this approach is 6.3 vehicles per lane. This equates to a queue of approximately 155 feet back from the driveway, which leaves approximately 255 feet of additional storage between the projected end of queue and Sandy Lake Road. Upon the installation of the signal, signal retiming should be considered to ensure the City achieves proper offsets as well as prioritization of specific movements/approaches. The analyses outlined in this study gave favor to the high traffic volumes along Denton Tap Road (the major arterial) as opposed to Sandy Lake Road and the Minyards/McDonaldsDriveway(cross street). Upon review of the site plan, there are no geometric improvements that could be implemented to improve left turn egress from the site onto Denton Tap Road.
