Dear Sk:
In accordance with the request of Mr. Jack BommsrriW of Beamer Development
Company, we have reviewed the field and laboratory s-qlyses performed on ~l material
placed at ~e above referem~l site between January and February, 1996.
The field testing and impection were necessary to ensure tint the fill materials placed on
the referenced lots met the project requirements. Accordingly, the following comm..a~s
and recommendations are wananted at this time:
Site inspections We~ ~ by repr~sez~tafives' of OBti Cons/fltan~, Inc. to
evaluate existin~ co,~!_tions and areas which would require additions! f'fll material.
A field testin/ insl~ction pm/ram was then established to evaluate existin/
conditions and to ensure proper placement of additional fill material.
Existing structures, unsuitable materials, stockpiled f'fll, and vegetation were
removed from the referenced areas prior to additional fill placement.
Areas r~quirin~ additional fill were scarified, water addcd as r~luired, and
properly re-compacted prior to placement of additional ~l.
Fill soils on the referenced areas were im-pec~ and approved by a representative
of GBE Consultants, Inc. and then In-Place Moisture/Density tests were
performed on lots recluh'in~ additional fin.
Based on the types of material used as fill soils alon~ with the types' of msterial
encountered during project co~smmtion, the followin~ moisture content
compaction requirements were used for earth-fill placement:
Natural and Pill Soits
Moisture Content:
Between optimum and five (5) percent above
the op.fimnm value for clay soils as defined
by the St, nasrd Proctor Test, ASTM D 698.
Compaction:
Between 95 and 10~ l~rCent of the
maximum density as defined by thc Standard
Proctor Test, ASTM D 698.
After the earth-fill placement operations wcrc completed, all test results were then
checked for accuracy and locations. All discrepancies encountered were then
retested and/or corrected.
Based on the informstion obtained from our field inspection and testing, the fill
materials, as placed under direct supervision of GEE Consultants, Inc. in the currently
effective 100 year flood plain and below the proposed base flood elevation have been
compamcd in accordance with the above referenced requirements. If subsequent fill
material is required, it should be placed a~t compacted in accordance with previous
recommendations.
