The ~eem~ of ~ntere~e were Item~ 5 and. 6, which were: ~ zoning reque~e for a l~ght industrial district or P.D. for a ~olid wa~to facility to allow a special u~e permit request for a ~unieipal ~olid waste landf~ll on a 230.35 acre tract presently zoned (SF 12/20) S~ngle-Fa~ly Residential D~tr~et and SHP ~62 for mining operations located north of Sandy Lake Rd, were of IH-35E. - A Special H~o Permit requo~e to allow a Type 1 municipal ~ol~d waste landf~ll providing that thi~ 230.35 acre tract that i~ located north of Sandy Lake Rd, we~t of IH-35E ~s rezoned from (SF 12/20) S~ngle-Famlly Di~tr~ct and S~P ~62 for m~n~ng operations to (LI) L~ght Industrial Distr~ct or a P.D. for a solid wasto facility. ~e~e two ~to~ (5 & 6) were ~ntroduced together by Chairman John Derrick and then Senlor Planner ~athy Stivers explained tho topic and gave staff's reco~endat~on. Scarf recomended a work ~es~on the nex~ week on January 26, 1989 and eo continue the Public Hearing on February 16, 1989. The que~t~on~ to be considered a~ stated the meeging ~ere: ~ether or not they wanted to develop this area a~ an ~ndu~tr~al aroa; and the acce~ go ehe ~te which would go through ehe c~ey l~ml~ of Coppell. Scarf ~ndicated that they had moe w~eh repre~entstlve~ wlth the City of Coppell on Jan. 10, 1989. Coppoll'~ concern~ a~ listed were the ~mpact of future development~ wlth~n ehe C~ty of Coppell ~n ehe neighboring area and the effects of increased truck traffic on Sandy Lake Rd. w~th~n the City of Coppell and relaged detremonts. Their ~taff'~ concern~ were listed but not d~cu~ed even though the corresponding representatives were in ateendance. Tho~e coneorn~ woro voiced by: tho Environmental Health Dept., which wanted to know who would be required to investigate complalnt~; the Engineering Dept. which pointed out that the C~ty ~hould investigate COG'~ ~a~tor Plan concerning Landsf~ll'~; and Public ~ork~ which ha~ a psrk area planned just to the east of this site. Mr. Blackburn representing Huel Weaver (Weaver Construction) was the next to speak. His first statement was that they were in support of the workshop. He outlined some of the people involved with this proposed development which included: Nathan Maier, who would be addressing the FEMA issues and a Mr. Rogers, who is currently with the Mesquite and has had many years of experience with landfill~d o~ns. Mr. Blackburn explained that they desired to be good neighbors and have had contact with Mr. William Cothran of the Dallas Gun Club. He also explained details such as that at an estimated collection rate of 200 tons of solid waste per day, that the site would be filled in 25 years and that Texas Industries had interests in excavating the sand and gravel from the site also. The meeting was then opened for comments for or against. Mr. William Cothran of the Dallas Gun Club stepped forward. He wanted the P & Z to postpone any decision at this time. He had heard of the possibility of a workshop and has requested a meeting with Mr. Weaver which has been schuduled for next Tuesday at 9:00 a.m.. Mr. Cothran representing the Dallas Gun Club was not making a stand for or against, but had some concerns. He would prefer the zoning to be a P.D. instead of L.I., he had concerns over the access which would be either through the Club property or the utility R.O.W., and concerns directly associated with the landfill operation such as size, volume, finished elevation, phasing, and screening (fences). William F. Ropier(a) a professional geologist with Texas Industries was the next to speak. He represented their mining interests and also requested the postponement. The Commissioners were then asked if they had any questions. One was asked of Mr. Blackburn concerning the time period in which they would be able to obtain the required permits to operate a landfill. He stated a time period of approximately one year. The motion carried to have a workshop nex~ week wit the~aring eontinulng on February 16, 1989. The meetlng will be held in the briefing room behind the Council Chambers st 7:00 p.m.. The Public is invited, however, no comments will be heard. The workshop was not indicated to be joint with city council but could be.
