Several weeks ago I received a telephone call from
Councilman Pettijohn advising me that he had heard a
landfill was being proposed on the east side of Coppell
within the City of Carrollton which would require access
through the City of Coppell. I informed him that I knew
nothing about it but would make inquiries with the City of
Carrollton with the belief that their City staff would know
if a landfill was proposed for Carrollton. I contacted City
Manager Mike Eastland and asked him directly if there was a
landfill planned for the area just north of the confluence
of Denton Creek and the east fork of the Trinity River. I
further described the area as that land that had been used
for the mining of fill material for the Riverchase project.
Mr. Eastland informed me that he had no knowledge of this
proposal and certainly did not anticipate it as being even a
consideration since it would have very limited capacity.
Mr. Eastland suggested that the City would possibly use this
area for additional park land. He offered that I had
probably heard that the City of Carrollton had processed an
appllca%ion and had received a permi% fha% expanded the
existing landfill south toward Beltline. I then informed
Councilman Pettijohn of this response. Councilman Morton
later told me he had checked with the State Health
Department and had been informed that no application for a
permit for a landfill had been filed with them. This week
members of the Carrollton planning staff met with the City
Mayor and City Council

of Coppell engineering and public works staff and presented
the attached document which, in fact, substantiates the plan
for a private landfill in the location of the one Mr.
Pettijohn had referenced. We have learned that this
proposed landfill is being submitted to the City of
Carrollton Planning and Zoning Commission and City Council
on Thursday, January 19th. It is being handled and
requested as a special use permit. We are told that the
applicant, if they receive this S.U.P., will then apply for
a permit to the State Health Department.
Our concern in this matter is the access to the landfill
through Coppell. The proposal and information indicates
that access would be through Coppell on Sandy Lake, up the
road that was utilized by the fill mining operation for
Riverchase across Denton Creek. Please keep in mind that
this road would be within the Texas Utilities right-of-way
corridor that is now within the City of Carrollton. We have
been working with Carrollton to have this property annexed
into Coppell and will bring an annexation ordinance to the
City Council on February 14th for this strip of TU
right-of-way.
We have posted an Executive Session for your Tuesday meeting
so that you may consult with the City Attorney as to discuss
what legal course of action you might take in dealing with
this matter.
