Enclosed please find a letter from Mr. Wayne Lea, Chief of Permits Section, Fort Worth D/strict of
the U.S. Army Corps of Engineers, in rcgards to thc proposed reclamation associated with the Big
Cedar Addition to the City of CoppelL Please note that based on their investigation, the Corps has
determined that no 404 Permit is required for this project.

Dear Mr. Goodwin:
Thank you for your correspondence of August 5, 1991,
concerning a proposal by Matthews Investments Southwest, Inc. to
fill an area, for ~he purpose of floodplain reclamation,
i~mediately north of an ---amed tributary of Grapevine Creek and
west of Bethel School Road in the city of Coppe11, Dallas County,
Texas. This project has been assigned Project Number 199100313;
all future correspondence concerning ~his project should include
the project number. Failure to reference ~he project number on
future correspondence may result in a delay.
We have reviewed the area in question in accordance with
Section 404 of the Clean Water Act. Under Section 404, the
U.S. Army Corps of Engineers regulates the discharge of dredged
and fill material into waters of ~he United States, including
wetlands. Any dredged or fill ~aterial placed below the
elevation of the ordinary highwater ~ark of a stream or lake, or
into a wetland, requires prior DepartJaent of the Army
authorization in the form of a permit.
on August 27, 1991, Mr. PresleF Hatcher and Mr. Shahs Watson,
'of ay staff, conducted a site inv®~tigation for ~he Durpose of
determining the limits of waters of the United States under
Section 404 in the specified area. Based on ~he site visit, and
other information available to us, it appears that the area
subject to DepartJaent of ~he Army authority under Section 404 is
limited to the area between the ordinary high water mar~s of the
unnamed tributary of Grapevine Creek. Depar~ent of ~he Army
authorization would be required for work in that area.
Based on your description of the proposed project, and other
information available to us, we have determined that this project
will not involve any di~d~a~.ges into waters of the United States.
Therefore, it will not require Department of the Army
authorization.
This jurisdictional determination is valid for a period of no
more than three years from the date of this letter unless new
information warrants revision of the delineation before the
expiration date.. It. is incumbent upon the applicant to remain
informed of changes in the Department of the Army regulations.
