RE: Westhaven Subdivision
Dear Mr. Harris,
The City of Coppell has reviewed the referenced plans and has the following comments to offer:
Plat-
t. Label how the Right-of-Way is being dedicated (By this Plat).
2. Is this a final plat?
3. Label the property line correctly on all sheets.
General Notes —
4. Remove the notes shown. Reference the City of Coppell general notes from the Subdivision
Ordinance and the Standard Details.
5. The typical sections should include #4 bars on 18" centers with 3600 psi concrete.
6. Reference the standard details (2195) regarding the pavement subgrade.
7. Add steel in the integral curb detail.
8. All sidewalks adjacent to common lot areas should be built with this construction.
Grading Plan-
9. The proposed floodplain line will need to be staked/marked during construction to ensure
no additional fill material beyond that point.
10. Will there need to be a rail for pedestrian safety along the trail adjacent to the creek?
Paving Plan-
11. The use of valley gutters is not permitted in Coppell per the Subdivision Ordinance.
12. Provide a cross section of the traffic calming locations.
13. Stamped concrete will need to be included at all the entrances into the subdivision and needs
to conform to the City of Coppell color and pattern.

14. There will be no parking adjacent to the common areas on Westhaven near the alley
entrances; trash trucks have a problem entering the alleys when vehicles are parked in these
areas. Or you can increase the radius on all alleys to allow for the turns.
15. There will be no parking adjacent to open space lot 2x Block H on Westhaven Road.
Drainage and Storm Drain Plan-
16. The City of Coppell has not officially adopted the ISWM Manual. We still follow the Dallas
drainage design manual. According to that, the requirement is to begin the hydraulic grade
line at the outfall of the creek at the 100 year storm water surface. What happens to the
system if you follow this guideline?
17. Provide a cross section of the traffic calming locations.
18. Label the size and type on the plan sheets.
19. Use pipe stations instead of street stations.
20. Show all utility crossings with sizes.
21. Label the Q-capacity on the profiles.
22. What type of outfall structures are you proposing?
23. What type of temporary drainage will you provide at the end of Bridge Street; you may need
to add drop inlets.
24. We require all headwalls into the creek to be installed on piers beyond the creek bottom.
25. Storm drain in between ponds should be HOA maintained and not in a drainage easement.
Water Plan-
26. We do not allow dead ends of more than 150'. You will need to loop the waterline. There
are several locations where you can do this, they are marked on the plan sheet.
27. One loop will require an additional easement.
28. The dead end at the cul de sac of Terrace Street will require a blow off.
29. Extend the pipe at the end of Canterbury Street and add a valve for the future phase so that
we will not have to put these people out of water during Phase 2 construction.
30. Revise your typical location, to properly show the utilities in relationship with the ROW.
31. Label the quantity and size of the meters, both domestic and irrigation.
Sanitary Sewer Plan-
32. The Phase 2 easement will need to be dedicated now as a separate instrument.
33. Show the sanitary sewer stations on the plan.
34. There are several manholes that should be added, see the plan sheet for locations.
35. The rim elevations near the creek should be above the BFE.
36. Show all water line crossings on the profiles.
37. Why is the water line so deep in some locations?
38. See detail 5160 for aerial crossing.
Miscellaneous-
39. Has the street light plan been submitted to Oncor?
40. Submit the pedestrian bridge plans to engineering for review.

There may be additional comments throughout the plans that need attention as well. Please make
the necessary changes and submit these marked-up plans and two sets of revised plans to the
