City Engineer City of Coppell 255 Parkway Blvd. Coppell, TX 75019 Big Cedar Addilion Early Start Building Permits Dear Ken: Per our .meeting on June 2, the purpose of this letter is to document my request for "early start" building permits for five lots in the Big Cedar subdivision. As you are well aware, the prolonged rainy season this year has greatly delayed our completion and resulted in substantial hardship for the builders, Carmen Homes and Street Custom Homes, who have their own time commitments to keep with home purchasers. ~ ;_~t ~,,~-~h'~¥''J~ The five lots for which permits are bl~ing requested are Nos 7~,_~)10, 15, 35, and either 2 or 16 (to be determined at ~he time of actual permit application). Per our discussion, I am aware that lots 7 and 10 will require "elevation certificates" from the project engineer, Goodwin & Marshall, to assure that the finished floor elevation complies with the reclamation and grading plans. I also understand that any lots adjacent to storm drainage inlets will not qualify for an early permit until those inlets are completed. I have consulted with Mike Daniel of Nathan Maier Engineering, the engineer for the Bethel School/Harris Street project, and he assures that the timing for completion of this road should be well in advance of actual completion of houses, and therefore should not be a factor affecting certificates of occupancy. Even so, we request that this not be made a specific requirement for C.O.'s. If you desire, I will be happy to provide more information about the project schedule, escrow arrangement and deposits, etc., in order to satisfy any concerns about this street being completed in a timely manner. Weather permitting, we expect to complete paving in the subdivision (not including Harris) this week, then clean up some final grading work next week.
