Recent laboratory test results on pavement subgrade soils for the referenced project indicated
relatively high Ievel of soluble sulfates (see ALPHA Report No. 121732 -5 dated December 6,
2012). On December 10, 2012, we attended a project meeting with you, the City of CoppeIl, the
paving contractor, and a representative of Dowdey, Anderson & Associates (the Engineer) to
discuss pavement subgrade preparation alternatives. This letter summarizes our opinions as a
result of that meeting.
The design pavement section for the project generally consists of 6 inches of Portland cement
concrete (PCC) over 6 inches of lime stabilized subgrade soils. Due to the high levels of soluble
sulfates measured in the pavement subgrade, we recommend eliminating the lime treatment of
the pavement subgrade and increasing the FCC thickness. It is our opinion that increasing the
PCC thickness by 1.5 inches as discussed at the project meeting should provide a pavement
section that is equal to or superior to the original pavement section.
