Dear Mr. Hardman:
Thank you for your continued cooperation regarding the purchase of land for the
construction of Freeport Parkway. Thank you for providing us with the quotes and
information to assist us in making our final offer. We have had several conversations
with you and we understand your concerns.
Parcel 6 consists of 6,011 square feet of land. The city's typical approach to purchasing
land from adjacent property owners is based on the value determined by the Dallas
County Appraisal District. The appraisal district lists the value of your land at $2.75 per
square foot. The City of Coppell would offer you $16,530.30 at this rate (6,011 square
feet x $2.75/sf) for acquisition of the portion of your property depicted in the attached
exhibits.
In addition to the compensation for your land, this project will extend water and sewer
service to your lot. In the event you would like to connect to the City of Coppell water
and sewer we will compensate you in the amount of $3,300.00 which would cover the
cost of the water and wastewater impact fee for a 1" meter. The city will also restore
your parking area, as indicated in the plan, at our expense.
We will compensate you for the 3 trees that are in front of your property based on the
appraisal you provided to us from the Arborist in the amount of$29,650.00. This amount
covers the cost of the screening wall and gate quote you provided us. The appraised
value by the county takes into account the trees that are on the land and we feel that we
are making a great effort to compensate you for these trees.
We will replace any shrubs that are removed from the parking area and we will replace
your drainage system in the parking lot. The transfer of mineral rights is not included
with this right of way purchase. Any mineral rights owned by you on this property will

remain in your possession. We will also compensate you $10,000.00 for any other
perceived damage that may include noise, screening and landscape.
During construction we will monitor the construction debris and dust that may occur and
will make every attempt to minimize the impact on your property.
One of the things we looked at was the average cost per square foot of land acquired to
date. The dollar amount used in calculating this average was the total offer including
damages, tree mitigation, etc. The cost has varied from a high of$7.02 to a low of$2.50
per square foot, for an average of$4.95 per square foot.
Our latest offer of $59,480.30 for your 6,011 square feet of land represents an offer of
$9.89 per square foot. If this offer is not acceptable to you, we will have to begin the
eminent domain proceedings in order to acquire this property. Those procedures consist
of an official appraisal and a hearing before the Commissioners Court to establish fair
market value. That process may result in a value that is more, or less than that value
already offered to you as compensation.
Construction is scheduled to start in 2013, and the city needs to acquire this property as
soon as possible.
If the above offer is acceptable, please sign below and return the letter to this office.
Once the letter is received, the process for payment of the $59,480.30 can start. Your
