A meeting was held on February 6, 1997, at the City of Coppell's Engineering Department to discuss the
schematic alignment of the proposed Sandy Lake load Water Line, from Denton Tap Road to loyal Lane. In
attel~danc;e were:

We presented our schematic of the Sandy Lake Road Water Line and speoi~cally cliscussed conflicts with
existing and future TU Electric Transmission facilities within the Sandy Lake Road corridor. We learned (or
re-learned) that TU Electric has ~enior ril~ht~ in this corridor and that the alignment of the water line must
provide for relocation of the e~isting TU facilities to the new or proposed right-of-way.
Our schematle sho~/ed the expected alignment and width of the future sandy lake road paving improvements.
Following is the direction we received in the m~eting:
I. Generally, the City offered no objections to the proposed water line being under future pavement. They
understood that a potential exist for conflict with the future storm sewer when it is designed and that a
relocation of the w~tter line may be required when storm drainage improvements arc designed.
2. K~n Griffin directed us not to try and anticipate the future bridge and embankment requirement8 at
cottonwood creek. We are to design the w~tter line to be outside future pavement in this area and go under
the creek
3. Oth~ than the first 500-ft +I- of the project, we should try to stay on the south side of the Sandy Lake
Road corridor, a}d within the existing right of way where possible. Once w~ are west of State l~oad, the
water line is expected to be in an easement on the south side of the existing right-of-way, but ~till within
the future right-of-way.
4. We understand a n~w pr¢llminary plat a~cl a final plat are both in the DI~C process at the City. As soon
those plats are available, we would like to incorporate them into our construction plan~.
5. TU Electric indicated we ~ould be as ~lose as 3-4 f~et from there existing power poles. They will assist
the City/Contractor during construction by supporting the existing power poles which are within close

proximity to our new water line. There will be a charge for this service. Mr. Ray indicated he will provide
Ken Griffin with an estimate of the hourly or per pole charge, but felt that tl~e total charge for the entire
project would be in the range of $20,000 ~$30,000.
6. We discussed the scale of the plan-profile sheets. Ken agreed that 1' -~ a0' is appropriate for this project.
7. Based on the direction we received at this meeting, we are to proceed with preparation of preliminary plan-
profile sheets. When these are complete, we will forward sets to TU Electric through Mr. Ray, Lone Star
Gas, GTE and the local Cable Co, We understand Mike Martin can help us with the appropriate contact
persons at the various utility companies.

I spoke with Mike Martin at the City of Coppoll today concerning the future R.O.W. requirements of Sandy
Lake Road, From Denton Tap Road to Royal Lane. We requested this information so that we could prepare
our sehematlc alignment of the proposed Sandy Lake Road Water Line. He provided me with the following

Re: Sandy Lake Road Water Line
Preliminary Construction Plans
Dear Mr. Griffin:
We are enclosing two sets of preliminary construction plans for the Sandy Lake Road Water Line, from Denton
Tap Road to the Wagon Wheel Ranch Elevated Storage Tank. These sets are for your review and comment.
During the preliminary design phase of this project, we were ask to set a preliminary grade for Sandy Lake
Road improvements, particularly in the critical grade areas from the west side of the Oakbend Addition to east
side of Cottonwood Estates. It was necessary to establish a grade on the proposed water line that would not
conflict with the grade requirements of the future roadway. Based on our review of the City's Roadway
Functional Classifications and Design Standards, and discussions with Mr. Mike Martin, P.E., of the City' s
engineering department, we have established an alignment for a 4 lane divided thoroughfare in a 90 foot wide
right-of-way from Denton Tap Road to State Road. West of State Road, we are showing a 6-lane divided
thoroughfare in a 110 foot wide right-of-way.
In establishing the horizontal and vertical alignments, we evaluated both 35 mph and 45 mph design speeds.
However, the minimum horizontal radius acceptable for a 45 mph design speed encroaches on lot 1, Block A of
the Oakbend Addition by just over 15 feet. A 35 mph design speed also encroaches on this lot, but stays within
the screening wall and landscape easement area.
For the vertical alignment, we again considered both design speeds; however, the 45 mph design speed requires
longer vertical curves which results in cuts of approximately 8 - 10 feet in some areas as well as increasing the
amount of fill required across the Cottonwood Creek Floodplain. We have shown both the 45 mph and the 35
mph vertical alignment on the attached preliminary profile of the project. Please review these grades and
indicate the City's desired design speed for this section of roadway. In you determination, please keep in mind
that the 45 mph design speed appears to have a significant impact on an existing lot in the Oakbend Addition,
will result in deeper cuts, longer fill sections and may create site distance problems in some areas on the
project.
