The property was platted in 1984. TRANSPORTATION: Bethel Road is a P6D from this point west, but is currently not developed, the r.o.w, width varies. SURROUNDING LAND USE & ZONING: North- South - East- West - vacant; "LI" Light Industrial vacant; "LI" Light Industrial office/warehouse facility; "LI" Light Industrial vacant; "LI" Light Industrial Item # 10 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for light industrial and showroom uses. DISCUSSION: The applicant is proposing a 35,900 square foot office/warehouse distribution facility, of which approximately 9,900 square feet will be devoted for office use and another 26,000 square feet for manufacturing and warehousing. The building is two-toned painted tilt wall construction very comparable to the existing structures in the Freeport North Industrial Park. The truck court is oriented eastward with 8 track spaces located on the northeast end of the truck court. The applicant is providing berms with trees planted on top of the berms to screen the loading area along Bethel Road. In reviewing the replat document, the applicant is showing a recorded 12' r.o.w, dedication. Therefore, the property line should be moved back by 12' and the site acreage shown on the replat will need to be modified. There are utility poles along the north side of Bethel Road. As Bethel Road is in the City's Secondary Image Zone, staff requests that the applicant investigate the possibility of relocating the overhead line along the north side of Bethel Road to the rear of the property or place underground. The Hike and Bike Trail Master Plan impacts this site. An on-road hike and bike trail is shown for Bethel Road. The Leisure Services Department is of the opinion that the 112' of right-of-way on Bethel Road can adequately serve any future on-road hike and bike trail. Therefore, the applicant will not have to furnish any additional right-of- way for the trail. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval of the replat and site plan subject to the following conditions being met: 1) Move back the property line 12' and revise site total acreage on the replat document. 2) Investigate the possibility of relocating the overhead line along the north side of Bethel Road to the rear of the property or place underground. 3) The Landscape Plan must be signed and sealed by a licensed landscape architect of bonafide nurseryman. 4) Specify exact dimensions and color of attached signs shown on the East and South building elevations. 5) Provide hours of operations. 6) Approve the submitted color board of exterior building materials.
