Re: Wagon Wheel Ranch Park
Elevated Storage Tank Site Conceptual Plan
Dear Mr. Griffin:
As you directed in our meeting on September 26, 1996, we have developed a conceptual site plan for the City
of Coppelr s proposed 3.5 Acre Service Center at the northwest comer of the Wagon Wheel Ranch Park
property. The conceptual site plan incorporates the proposed 2.0 million gallon elevated storage tank and the
materials storage bins as we discussed. We are enclosing three (3) color plots of the plan for your review and
comment.
A few comments on the conceptual plan may help during your review:
1. We have provided for a fenced area around the tank and the material storage bins. It appears that once the
Service Center is fully developed it may be desirable to fence the entire 3.5 acre site. If this occurs, then
perhaps the fencing around the tank site could be eliminated or reduced at that time. Until then however,
we recommend the tank site be completely fenced.
2. We have provided for two entry/exit gates into the tank and materials storage area. We believe this will
assist in both the delivery of the materials and the City when using the distributing the materials.
3. As we discussed, we have shown two 10-foot wide entry doors into the column of the tank. The doors
have been orientated at 180-degrees apart and rotated so they would not interfere with the materials
storage operation.
4. We are enclosing a conceptual layout of the 2cd floor storage platform inside the tank column. We set the
2cd floor at 14 feet above the foundation in anticipation of the City having equipment and vehicles inside
the tank column. In addition, we have added a monorail crane to assist in hauling equipment to the 2cd
floor platform.
5. The materials storage bins are expected to be at least 6-foot high. They may be constructed using concrete
blocks or cast in place concrete walls. In either case, a decorative finish is recommended on the west and
north outer surfaces. This could either be a brick veneer screening wall designed to match the theme of
the steel fence, or perhaps a living screen such as Red Tip Photenias and English Ivy. We have enclosed
an exhibit showing possible fence schemes for the project.

6. The City may want to consider providing covered materials storage bins. If so, the bins would likely be
much taller than the 6-foot height expected at this time. Since this site is the entry into Wagon Wheel
Ranch Park, the covered bins would likely require architectural finish matching the theme of the Park.
We are enclosing a set of partial construction plans of the material storage bins we designed for the City of
PIano for your review.
There are several other items we considered in this conceptual layout which we would like to discuss with you.
