AT&T-CS 990818 PURPOSE STATEMENT

REQUEST FOR WAIVER
Section 32A of the Zoning Ordinance of the City of Coppell begins with a Purpose Statement to establish
general guidelines for the siting of wireless communication towers and antennas, Specific Use Permit Case
# S1168, AT&T Wireless Services applicant is designed to meet these statements of purpose. We have
provided the following statements in defense oftbe goal of meeting those guidelines.
In order to locate this site atop the city hall structure AT&T wireless services is seeking approval of this
attractive and innovative desisn, This site, and the existing clock tower on Sandy Lake Road, are examples
of where the wireless industry, and AT&T specifically, have provided attractive answers to communication
problems. In order to permit this site it is necessary for AT&T Wireless Services to be granted exceptions
to the requirements of spacing, distance from residential areas, and distance from arterial streets. As
depicted in the drawings, this site is designed to appear as a chimney structure, a compliment to the existing
look of the building. It will give the municipal building a more residential appearance,

The subject site is located atop the municipal building. It is designed to look like a chimney while serving
the adjacent areas with wireless communications services. This design will greatly minimize tho impact of
towers and antennas in a completely "stealth" design.

The subject site is located atop city hall and in a community facility/business district.

Through the creative use of a stealth design this site is designed to give the appearance of a chimney. It is
needed to serve the town center area of the community with a new "fixed wireless" service which is
planned to be offered soon to residents for local wireless service.

We have designed a site that will not appear as a cell tower at all. The second chimney will act as a second
collocation site.

impact on the community is minlmal...
The site selected is both setback as far as practical fi'om the roadways, Parkway and Denton Tap. It is also
situated behind ma oxistinff r~tail, Thus~ tho site will be barely noticeable from p~sers-by both on tho stro~t
and in the neighboring retail center. The small equipment shelter will be located on the roof. It will be
finished in a brick-like pattern, with earthtone brick colors, dark red, matching the city hall brick color.

Encourage users of towers and antennas to configure them in a way that mimmizes the adverse visual
impact of the towers and antennas through careful design, slang, landscape screening, and innovative
camouflaging techniques...
The design does not look at all like a cell site but appears as an actual chimney. It is designed with a look
to enhance the entire city hall with a proportional chimaey structure,

community quickly, effectively, and efficientIy...
This design will provide an effective solution to the communications needs of the town center area of
Copp n.

This site is designed with fidl engineering studies and is designed to meet building requirements for saf~
and will only be accessible through roof access. The site is low-powered with a transmission rate under 5
watts, about as strong as a night-light.
Purpose Statement 9:
Avoid potential damage to adjacent properties from tower failure through engineering and careful suing of
tower structure.
All sites are reviewed for compliance with all engineering and structural codes, including federal
requirements. The site is located away from residential structures and will be collocated on an existing
building
Due to the design and its low profile stealth appearance, we respectfully request granting of the exceptions
outlined above to allow the approval of this design.
