Assistant City Manager/City Engineer City of Coppell Post Office Box 478 Coppell, Texas 75019 Re: Wagon Wheel Ranch Elevated Storage Tank Preliminary Plans Dear Mr. Griffin: We are enclosing two sets of preliminary plans for the construction of the Wagon Wheel Ranch Elevated Storage Tank. At this stage, we estimate the preliminary plans are approximately 85% complete. We have yet to complete the final landscape plan and the details for the storage platform inside the tank. These sets are for you interim review and comment. During your review process, you may want to keep the following in mind: 1. We have modified the secondary access to the tank site (Roadway "B"). It now intersects the main entrance road to the Service Center Site rather than Northpoint Drive. We made the modification as a result of the direction we received from the City concerning the future extension of Northpoint Drive. 2. The revised alignment of Roadway "B" has allowed us to create a landscaped entry feature into the future service center. Sheet number 12 shows the preliminary landscape plan for the site. We are working to complete the enlarged landscaping and planting plan for the entry area. 3. We have shifted the west fence of the site 10 feet east in order to accommodate a future TU Electric Easement. Our site plan calls this a 1 O-foot set back reserved for TU Electric. If City chooses to plat this property, then an easement should be granted at that time; otherwise, the City should consider preparing a separate easement document. 4. We have shown only a portion of the tank site developed for the future material storage bins. The City may want to consider building only that portion of the concrete flat work required for the elevated tank project. Mr. Kenneth M. We considered the future material storage bins when completing the grading plan shown on sheet number 2 and anticipated a need for a wash-down area along with associated drainage. The swale around the tank and the outfall drainage pipe is primarily related to the expected wash-down activity. 6. The fence details shown on sheet number 4 include a combination of brick veneer and welded steel fences. The brick veneer fence encompasses the material storage area and is located along the frontage of the tank site on Northpoint Drive. The welded steel fence is used along the south side of the tank site which is expected to face the future service center. In place of the brick veneer fence, the City may want to consider a limestone rock fence, or concrete fence with decorative forms that match the theme of the park. 7. The interior tank column storage platform we discussed in the conceptual stages of the project is shown on sheets 5 and 7 of the construction plans. We have set the platform back 11-feet from the centerline of the tank in order to avoid conflict with the vehicle doors. The platform is elevated 12-feet above the floor and is serviced by a rotating jib crane inside the tank. The jib crane has a motor operated hoist and trolley with hand push rotation. Personnel access to the platform is by a spiral staircase. The platform will have a heavy duty live load rating of 250 lb. per sq. ft. and be constructed of either galvanized steel or aluminum. This live load rating will allow the City to store items as heavy as fire hydrants and gate valves on the platform. 8. We have shown the City of Coppell logo as the paint scheme for the tank. We are continuing to work on alternate logos for the tank. Any logo ideas from the City staff will be appreciated. Once you have completed your review of this preliminary submittal, we suggest that a meeting be scheduled so that we can discuss the City's comments and any other outstanding issues on this project.
