Sandy Lake Road Rate of Flow Controller Modifications
Dear Mr. Goram:
As you are aware, the Village Parkway Pump Station (VPPS) Project includes
upgrading the Dallas Water Utilities (DWU) bypass meter at the Sandy Lake Road
Rate of Flow Controller. The existing 4" meter is being upgraded to an
turbine meter. The original specifications submitted by DWU and incorporated
into the VPPS contract documents requested a Rockwell Series W meter and
strainer. The VPPS Contractor submitted a Hersey turbine meter and Neptune
strainer for approval (by DWU). At that time, DWU requested that a UL listed
strainer be installed in lieu of a standard strainer.
Since the UL rated strainer is a significant variance from the Contract
Documents, Cajun Contractors, Inc. has requested a Change Order in the amount
of $3,824.00 to provide the UL rated strainer (see attached letter). Upon
receipt of the request, we contacted DWU to clarify their position and desires
on this matter. The attached letter from DWU indicates that this decision
should be made by the City of Coppell.
We are unable to fully justify the necessity of a UL rated strainer at this /
location. The strainer will be located on the bypass (maintenance) meter and
not on the primary delivery facility. We are_nnaware of any pn~ib~e savings
(or penalty) to the City of Coppell from th~State Board of Insurance-~ relatedJ
to this strainer. Should the City of Coppell-de¢lde fo become a "Key Rated"'-
city, the UL strainer may have some benefit.
Please review this matter and inform us of the City's desires as soon as
possible. If you need additional information, please contact us.

Gentlemen:
Ca~un Contractors, Inc. has reviewed your comments on the strainer
submittal for the above referenced pro~ect. Your note requires
the strainer to be UL approved; however, 'the pro~ect
Specifications do not. Consequently, this requirement represents
extra work in accordance with Section Six of the Contract
Specification.
Ca~un has researched and obtained pricing information on the
requested strainer which we propose to furnish for an additional
$3,824.00. Cost detail is shown below.

Dear Nr. Case:
This letter is to confirm Dallas Water Utilities' recon~nendation regarding the
type of strainer (domestic vs. UL rated) which should be used with the 6"
turbine meter replacing the 4" FM meter at the water metering station serving
the City of Coppell.
The decision regarding the type strainer to be used should be made by the City
of Coppell. Dallas Water Utilities prefers that the UL (fire) rated strainer
be used; however, this is not a requirement for this metering station.
Designs of future metering stations should include thc UL rated strainer in
conjunction with turbine meters.

facility.
Information sliown on plan sheets 42 and 43 supplied to you
by DWIJ was to assist you in your design efforts and was not
intended to release Ginn, Inc., £rom design responsi, b[]ity
of tile project.
The Hersey Turbine Meter submittal is acceptable however,
DWU requires the U .L. listed strainer be used in
conjunction with it.
