Subject: The Plaza
Jim,
As you know, I have been working with the developers of the Plaza on
street lighting. This project presents certain problems due to it
being in both Coppell and Lewisville and how each entity treats the
areas considered Right -of -Way. Lewisville did not want any ROW so all
of the roads are HOA and fire lanes. All of the street lights in the
HOA area are to be installed, owned and maintained by the HOA. Because
Coppell views the street as ROW, the normal route would be to go to the
electric utility and request they install the lights in the ROW. Of
course, the street lights offered by the utility (TNMP) are not the same
as those to be installed by the Plaza in the HOA.
I have run this by Hager (in a very short conversation) but am
requesting Coppell and the Plaza developer (JDB) enter into an agreement
allowing JDB to install, own and maintain the street lights they want in
the Coppell ROW. The HOA would then own and maintain the lights, just
as they will be doing for all of the common areas and parking lots. All
of the electricity for the lights would be metered and billed by TNMP to
the HOA, thus Coppell would not have that as an expense. This would add
continuity to the whole Plaza project and would allow JDB to have
banners and other decorations on the street lights (something TNMP would
not agree to).
