Second question: concerning Northpoint immediately east of State HWY 121, the City of Grapevine has told our ROW people they don't regulate the small portion that appears to fall between HWY 121 and the City of Coppell's west boundary. In addition to survey information across private property we are providing preliminary drawings for the Public Right -of -Way street crossings. I have already noted, and marked in red ink, several items I questioned. We are looking for City input as to additional concerns with how we are representing the information. One segment of this pipeline system is proposed to pass through the extreme northwest corner of the City of Coppell. After reviewing Article 6 -14, Ordinance 2001 -944, we believe our Project should be evaluated under authority provided by the Texas Railroad Commission designation of TMGS as a gas utility (Licensee) pursuant to Tex. Util. Code, §§ 101.001(7) and 121.001. TMGS appreciates the concerns of the City of Coppell with pipeline facilities and prefers to work with the City to facilitate this project while minimizing any perceived impact on the community.
