The Board of Adjustments of the City of Coppell met in regular
called session on March 2, 1989 in the City Council Chambers
located in the Town Center, 255 Parkway.
The following members were present: Lanny Mayo, Vice Chairman
Carl Thompson, Commissioner
Ellen Fugett, Commissioner
Charles Lambert, Commissioner
Also present were: Dale Jackson, Building Official
Martha Mann, Secretary
Those unable to attend: Marry Walsh, Chairman
Mic~elle Lewis, Alternate
Bill Mays, Alternate
Vice Chairman Mayo called the meeting to order.
Commissioner Thompson gave the invocation.
ITEM 3:
Commissioner Lambert made a motion to approve the minutes of
February 2, 1989 as read. Commissioner Fugett seconded the motion.
The motion carried with a unanimous vote (4-0).
ITEM 4:
Public hearing to consider request for variance from Section 11.3
1 (a) of the City's Zoning Ordinance which concerns front yard
setbacks. This variance is being requested by Greg Dean, for the
property located at 204 Meadowglen.
Mr. Dean made the presentation. Me stated that when he closed on
the house on December 16, 1988 he had knowledge that the house was
six (6) inches over the front building line.
Vice Chairman Mayo opened the public hearing for anyone to speak
for or against the variance.
Mr. James Brown of 208 Meadowglen spoke for the variance request.
He stated he had the same problem and was scheduled for the Board
of Adjustments in April. He did not object to the variance
request.
No one spoke against the variance request.
Vice Chairman Mayo then closed the public hearing.
The board discussed the fact that recently they have had so many
of these types of requests. Dale Jackson stated that some mortgage
companies did not require a variance in order for a loan to be
granted on a house. Also starting in 1984 string lines were
required to check property lines.
Commissioner Thompson made a motion to approve the variance as
requested. Commissioner Lambert seconded the motion. The motion
carried with a unanimous vote (4-0).
ITEM 5:
Public hearing to consider request for variance from Section 11.3
I (b) of the City's Zoning Ordinance which concerns side yard
setbecks. This variance is being requested by Michael Dorn, of
Dorsey Homes, for the property located at 769 Crane.
Mr. Dom made the presentation. He built the house in question for
Mr. and Mrs. Gomez. The string lines were set according to
building code and checked by Building Inspections. When the final
survey was done, prior to sale, the survey showed the side yard
setback to be 6 inches off of the required 15 foot side yard
setback.
Vice Chairman Mayo opened the public hearing for anyone to speak
for or against the variance.
Mr. Roy Brock of Carmen Homes spoke for the variance. His company
has a house near the subject property. He did not object to the
6 inch variance.
No one spoke against the variance request.
Vice Chairman Mayo then closed the public hearing.
Commissioner Fugett made a motion to approve the variance as
requested. Commissioner Thompson seconded the motion. The motion
carried with a unanimous vote (4-0).
ITEM 6:
Public hearing to consider request for variance from Sections 10.2
i (b) and (c) of the City's Zoning Ordinance which concerns side
yard and rear yard setbacks. This variance is being requested by
Roy Brock, of Car~en Homes, for the property located at 229 Bethel
Road.
Mr. Brock made the presentation. He stated that these homes are
restricted in size by the zoning ordinance. The smallest house can
be 2,000 square feet. The house in question is a contract job and
the owner wants a single story home. In order to meet the
restrictions of the zoning ordinance and the layout of the lot they
need a variance to side yard of 2 feet and rear yard of 9 feet.
Mr. Brock stated that he owns several of the lots around the house
in question and that he believes the variances would enable the
house to be consistent with the surrounding area and still give the
owners the type of house they wanted.
Vice Chairman Mayo then opened the public hearing for anyone to
speak for or against the variance request.
No one spoke.
Vice Chairman Mayo then closed the public hearing.
Commissioner Lambert made a motion to approve the variances as
requested. Commissioner Fugett seconded the motion. The motion
carried with a unanimous vote (4-0).
ITEM 7:
Public hearing to consider request for variance from Section 9-2-
7 B of the City's Code of Ordinances which concerns fence
requlations. This variance is being requested by Linda Glidewell,
representative of the City of Coppell, for the property located at
140 Kimbel Kourt.
Mr. Russell Doyle, City Engineer, of the City of Coppell made the
presentation. The fence is to go around the pump station located
on Kimbel Kourt. He-stated that state law requires a 6 foot chain
link fence with barb-wire around the site for security.
The fence is dark green vinyl coated with iron brick front facing
Village Parkway.
Vice Chairman Mayo opened the public hearing for anyone to speak
for or against the variance request.
No one spoke.
Vice Chairman Mayo then closed the public hearing.
Commissioner Fugett made a motion to approve the variance as
requested. Commissioner Thompson seconded the motion. The motion
carried with a unanimous vote (4-0).
