CONSULTING ENGINEERS February 14, 1989 Mr. Mike Bush Preload Construction Company, Inc. 839 Stewart Avenue Garden City, New York 11530 / Re: Village Parkway Reservoir City'of Coppell, Texas Dear Mr. Bush: It has come to our attention that the construction method currently being used on the wall diaphram joints of the above referenced project is creating a horizontal cold joint in the vertical joint between wall panels. Our past experience with prestressed concrete tanks has been that a monolithic pour for the wall joint is used to ensure the watertight integrity of the joint. We are extremely concerned that these cold joints may create future problems in the watertightness of the tank, i.e. after the warranty period. Please provide us with additional information on this wall joint method so that we may evaluate its suitability for this project. Specifically, we would like the following questions addressed: 1) What waterproofing measures will be used on the cold joint? 2) Will the internal epoxy coating be applied before or after the prestressing? 3) Will any type of epoxy or waterstop be used in the cold joint itself? 4) Has this method been used on other tanks?
