As ABC is the voice of the Merit Shop Contractor and because 90% of all commercial, institutional and industrial and probably 99% of residential construction is performed by Merit Shop/Open Shop contractors, we were able to provide a dose reflection of actual prevailing wages for the metroplex. I understand that Associated General Contractors has provided you with prevailing wage information for highway and heavy construction. I am confident their data is very accurate. Attached is our current survey for commercial, institutional and industrial construction which will cover all other categories. B~°ff°ppel1478 P.E., City Engineer Coppe~, Texas 75019 Re: Village Parkway Pump Station (RFP 0030) Prevailing Wage Rates Dear Mr. Doyle: Based on Larry Jackson's memo to Frank Trando dated October 22, 1988 regarding Article 5159 (a) of the Texas Revised civil Statutes, we have issued Addendum #4 for the above referenced project which clarifies the issue of prevailing wage rates. Our conversations with Mr. Jackson have indicated that the statute requires the City of Coppell to establish and/or adopt a prevailing wage rate scale for public works projects. Our investigation has revealed several alternatives for developing wage rate schedules. The federal government maintains wage rate schedules by county for use on federally funded projects. The schedules typically reflect union wage rates which are somewhat higher than non-union rates. The Department of Labor updates this schedule in January of each year. The Associated General Contractors (AGC) of Texas maintains a wage rate schedule based on periodic surveying of contractors in the area. The schedule is available by county and reflects average rates slightly below union wages. This is the schedule which we have found to be most typically used by cities in the metroplex. The City of Dallas maintains its own prevailing wage rate schedule for use on its projects. Dallas surveys contractors in the area and develops its schedule with the help of AGC. The Dallas rates vary with some being above AGC average rates and others below. Based on our research, we recommend that the city of Coppell adopt the AGC rates for Dallas County (attached) for use on its public works projects which do not utilize federal funds.
