Water Distribution System Master Plan Analysis
Dear Mr. Griffin:
In accordance with your requested, we are pleased to submit our engineering services proposal for updating the
City' s Water Distribution System Master Plan, and performing a computerized hydraulic evaluation of both the
master plan water distributions system and the existing water distribution system. The computer analysis will
be completed utilizing the Cybernet water distribution system software which provides a graphic interface
through AutoCAD 12. The focus of this analysis is to determine what, if any, water distribution system
improvements are required to support the construction of the proposed 2.0 million gallon elevated storage tank
in the vicinity of Thweat Road and Royal Lane and to re-evaluate the recommendations contained in the City' s
current water distribution system master plan in light of anticipated land use changes in the northern and
western portions of Coppell.
The scope of engineering services included in this proposal are more fully described on the enclosure marked
"Exhibit A". The scope of services represents a limited evaluation of the City's water distribution system
based on the hydraulic data sets provided by the City. Our findings and specific recommendations will be
presented in a brief letter report and is expected to include color exhibits.
We propose to be compensation for engineering services on this project on actual salary cost times a multiplier
of 2.3, with expenses at actual invoice amount times 1.10. We recommend the City budget an amount not to
exceed $3,000 for our work on this project. This project budget amount includes our services, printing,
delivery of the letter reports and maps and training on the use of the hydraulic model. Of course, if required,
we are pleased to participate in any presentations to the City Management or City Council.

Water System Master Plan Update & Report
Scope of Services
I. Convert the City's current water distribution system hydraulic model KY Pipe data set to the Cybernet
hydraulic model, including both existing system and build-out scenario models.
II. Evaluate both the maximum hourly and minimum hourly system demands based on:
A. Information contained in the current master plan report dated March, 1994.
B. Available water records provided by the City.
C. Current population estimates and projections provided by the City.
III. Update both the existing system model and the master plan model with the revised system demands as
required. This includes any special use demands as identified by the City. Apply the system demands to
the hydraulic model based on existing and projected land use assumptions.
IV. Model all existing pump stations utilizing actual pump flow data or pump curves, where available from
the City.
V. Add existing water lines to the model at the City's direction and as required to properly evaluate both the
existing and build-out scenarios.
VI. Evaluate and make recommendations for system improvements for both the existing system and the
master plan. System improvements include water distribution lines, elevated storage tanks, ground
storage tanks, and pump stations. The existing system recommended improvements shall be based on
meeting the anticipated demands in the western portion of Coppell and those required to support the
construction of the proposed elevated storage tank. The master system improvements will be based on
the findings and recommendations of the existing system and the impact those recommendations have on
the master plan. We understand the City would like us to specifically evaluate the need for distribution
system improvements along the Sandy Lake Road corridor.
VII. Prepare and deliver a brief letter report on water system master plan report including methodology of the
analysis, recommendations, schedules, probable cost for system improvements, and if requested,
computer analysis input and output data set printouts.
VIII. Deliver AutoCAD drawing files of both the existing and master plan water distribution systems
containing the Cybernet data base attributes. The electronic files will be delivered under the following
conditions:
A. The files are compatible with AutoCAD 12 by Autodesk, and Cybernet Version. 2.14 by Haestad
Methods. We do not make any warranty as to the compatibility of these files beyond the release of
AutoCAD 12 or Cybernet Version. 2.14.

B. Because data stored on electronic media can deteriorate undetected or be modified, it is agreed that
Shimek, Jacobs & Finklea will not be held liable for completeness or correetness of electronic media
after an acceptance period of thirty days after delivery of these files.
C. The electronic files are an instrument of Shimek, Jacobs & Finklea's service. Where a conflict exist
between the hard copy drawings and the electronic files, the hard copy drawings will govern in all
cases.
D. Both parties acknowledge mutual non-exclusive ownership of the electronic files and each party may
use, alter, modify or delete the files without consequence to the other party.
E. The electronic files provided to the City, do not contain engineers seals, handwritten dates, nor
signatures.
IX. Present the findings to the City staffand/or City Council.
X. Provide up to eight hours of training for the City on the use of the Cybernet model.
