RE: Villas at Lake Vista Phase Two — Levee Remediation
Dear Mr. Dowdey:
On behalf of Denton County Levee Improvement District — No. 1 (DCLID -1), Halff Associates has
reviewed the letter and exhibit dated January 24, 2013, provided via email on January 28, 2013. The
following comments are a result of this review:
1. The Means and Method of removing the fill placed against the levee in the area of Lots 3X,
45 -49, Block A and returning the levee to its original grade and slope is acceptable.
2. The Means and Method of returning the levee slope back to its original grade and slope in
the area of Lots 36 — 40 in general is acceptable with the exception of the levee benching
dimensions and height of lifts. DCLID -1 would prefer that the benching be conducted
following U.S. Army Corps of Engineers standards and recommendations. These include:
a. Benching not to exceed 1 foot in height.
b. Bench needs to be at least 6 feet in width with at least 3 feet tying into the existing
levee template.
c. Maximum height of loose lifts not to exceed 8 inches.
3. Documentation of compaction test, moisture content, and as -built grades need to be
provided to DCLID -1 once the grading tasks have been completed for review and approval.
4. A Flood Emergency Action Plan should be provided to DCLID -1, the City of Coppell, and
the City of Lewisville to be approved by all parties before work on returning the levee slope
back to its original grade and slope occurs.
5. All levee slopes damaged by the grading activities should receive a minimum of 6 inches of
topsoil before being sodded with Bermuda grass. Acceptance of the sodded area by
DCLID -1 will not occur until the sod has started to peg down (roots growing into the soil)
and is free from dead blocks or rolls.

6. The District's O&M Representative (Mr. Dick Hightower) and /or District Engineer (Halff
Associates) will be contacted prior to work commencing on the levee, and will be allowed to
have access to the site for routine inspections during construction.
This review was performed for the benefit of Denton County Levee Improvement District No. 1.
