I. Introduction
O'Brien Engineering, Inc. (OEI) is under contract with The Holmes Builders (Owner) to
prepare an application for a Corridor Development Certificate (CDC) for the
development of a 54.6 -acre tract in Coppell and Carrollton, Texas. The subject tract is
located north of Sandy Lake Road, west of the Elm Fork of the Trinity River (Elm Fork),
and approximately 2000 feet east of MacArthur Boulevard. Denton Creek flows through
the subject tract and drains into Elm Fork approximately 5,400 feet downstream.
II. Objectives of This Study
The primary objectives of this study are to evaluate the floodplain of Elm Fork in the
vicinity of the subject tract to ensure that the proposed development would not increase
the design flood water surface elevations or erosive velocities and to ensure that the
proposed development would not result in valley storage losses for the 1% annual
chance (11% AC) flood and the Standard Project Flood (SPF), greater than 0.0% and
5.0% respectively.
III. , Hydrologic Analysis
No hydrology was developed for this project. The hydraulic model for this project
evaluation uses the peak flood flow rates based on future anticipated watershed
development for the year 2050.
IV. Hydraulic Analysis
A. Methodology
The floodplain and channel topography for the subject area were obtained from on-
the- ground field data surveyed by Kadleck & Associates mapped to one -foot
contour interval topography. The topography for limited portions of the floodplain
outside of the project site were augmented with the North Central Texas Council of
Governments (NCTCOG) 2007 aerial photography mapped to 2 -foot contour
intervals. The topography for portions of the Denton Creek channel were
augmented with topography developed for the Trinity River Corridor Mapping from a

1991 aerial survey mapped to 2 -foot contour intervals. The hydraulic analysis was
conducted using the U.S. Army Corps of Engineers (USAGE) water surface profiles
computer program, HEC -RAS (version 4.0). In addition,-the hydraulic model has two
sets of geometry data based on high frequency flood flow rates, consisting of the
10% to 1 % AC floods and low frequency flood flow rates consisting of the 0.2 % AC
and the SPF floods. Channel and overbank reach lengths were digitally measured
using AutoDesk's AutoCAD software. Manning's roughness coefficients were
verified through field reconnaissance with reference to "Guide for Selecting
Manning's Roughness Coefficients for Natural Channels and Flood Plains Water -
Supply Paper 2339," by the United States Geological Survey, 1989 and Ven Te
Chow, "Open - Channel Hydraulics ".
B. Current CDC Model (Base Model)
The United States Army Corps of Engineers (USACE) model for Elm Fork of the
Trinity River was requested and obtained from USACE. The data obtained is in
HEC -RAS format. The model was input into OEI's database and executed to verify
;data integrity.
C. Revised CDC Model
The Base model received from USACE was used as a platform for establishing the
Revised CDC model through the project area. The Revised CDC model in the
present study for Elm Fork was established by adding one cross section (97792) in
the project vicinity and moving cross section 97178 approximately 180 feet
downstream to river station 96997. The profiles of these two sections and section
97919 were updated with the topography data described in the methodology section
of this report. Contraction and expansion coefficients used in the model are 0.1 and
0.3 respectively for normal floodplain conditions and 0.3 and 0.5 respectively near
constrictions. Downstream reach lengths were updated based on the location of the
new cross sections. Manning's roughness coefficients were entered into the model
on the new sections using the horizontal variation method, consistent with the base
model. Ineffective flow limits based on contraction of flow due to encroachment of

the Sandy Lake Road bridge were maintained based on the USACE workmap
produced for the base model and mapping. The model cross section locations are
illustrated on Exhibits 1 and 2, "Hydraulic Workmap" and "Site Map" found in
Appendix A.
D. Pre - Project Model
The purpose of the Pre - Project model is to simulate any man -made changes
constructed since development of the base modeling. The Pre - Project model is
developed from the Revised Base model as a platform and, therefore, includes
corrections and updated topography. For this study, the Pre - Project model for Elm
Fork is identical to the Revised Base model as there were no modifications in the
project vicinity, since the development of the base modeling. Therefore, no
separate Pre - Project model for Elm Fork is included herein.
E. Proposed Project Model (With- Project Model)
The Pre - Project model was used as a platform to develop the With- Project
Conditions model. The With- Project model for Elm Fork represents floodplain
modifications, which would result from the proposed development, which includes
placement of fill in the right overbank due to the proposed development. The
proposed floodplain modifications begin near cross section number 97919 and
continue through cross section 96997. Excavation of a pond is proposed on a
portion of the subject tract near cross sections 97919 and 97792. Manning's
roughness values were adjusted on cross sections 97919 through 96997 to
represent proposed site conditions. Roughness coefficients used in the remainder
of the model are identical to those in the Pre- Project model. The proposed
development is illustrated in attached Exhibit 3, "Proposed Site Grading Plan" of
Appendix A.

V. Valley Storage Analysis
Valley storage for the proposed site was calculated using ArcGIS 9.2 by generating
digital surfaces of the existing topography, the proposed topography, and the floodwater
surface elevations. A comparison of each surface was used to determine the valley
storage implications of the proposed site. Floodplain fill for the project site
encompasses the majority of the site in areas designated as sub - divided residential lots
and streets. Compensation for this loss in valley storage has been provided by two
excavated ponds located on the east side of the subject property as indicated on Exhibit
3, Site Grading Plan.
The baseline discharge established in the CDC Manual for the Elm Fork is 4000 cfs,
which was used in the Revised CDC model for this study to establish the baseline
discharge valley storage elevations. The CDC Manual states that, "valley storage below
the water surface elevations produced by the baseline discharge shall be considered
ineffective, unless a control structure is designed to ensure that the entire volume is
available for storage." The average water surface elevation produced by the baseline
discharge in the project vicinity was determined to be 1,437.8 feet. The proposed ponds
will be excavated to an elevation of 435.0 feet. Final construction drawings for these
ponds will include a pipe large enough to drain the ponds down to the proposed
elevation of 435.0 feet within a reasonable time and will contain a flap gate device
attached to the pipe outlet,. The flap gate will be designed to prevent flow from small
flooding events on Denton Creek into the ponds and reserve the valley 'storage in the
ponds for larger flooding events on the Elm Fork.
VI. Operation and Maintenance Summary
The proposed project contains a significant amount of modified floodplain represented
in the With- Project model. These floodplain modifications will need to be maintained
after construction is completed to keep the With- Project model conditions correctly
represented on the ground. The majority of the project site was simulated in the With -
Project model using the ineffective flow option specifically around the residential sub-
divided lots. In this area no maintenance is required to maintain consistency with the

model`, However, the area surrounding the northern excavated pond will need to be
maintained with the appropriate vegetative cover representing the model roughness
conditions. In addition, the proposed drainage pipe and flap-gate should be inspected
and cleaned of any debris on an annual basis and after significant events to ensure
proper functionality.
VII. Results & Conclusions
As indicated on Tables 1 -2 and in the CDC Application Form Parts 1 and 2 (Application)
included in Appendix D, the 1 % AC and SPF With- Project flood water surface elevations
and erosive velocities would not increase when compared to the Pre - Project Conditions.
The results from the valley storage computations as referenced in the attached
Application indicate that there would be no loss in valley storage in the 1% AC flood
event and no loss greater than 5.0% in the Standard Project Flood. The project will not
result in adverse conditions on Elm Fork of the Trinity River, nor cause an increase to
the water surface elevations on the subject tract.
We trust that the above details and enclosed data will provide the City with sufficient
information to review the project and ask that the City of Coppell forward the study to
the USACE in order to begin the CDC review process.

7. VALLEY STORAGE MITIGATION
Valley storage for the proposed site was calculated using ArcGIS 9.2 by generating
digital surfaces of the existing topography, the proposed topography, and the floodwater
surface elevations. A comparison of each surface was used to determine, the valley
storage implications of the proposed site. Floodplain fill for the project site
encompasses the majority of the site in areas designated as sub - divided residential lots
and streets. Compensation for this loss in valley storage has been provided by two
excavated ponds located on the east side of the subject property.
