Box 540487 Dallas, Texas 75354=0487 ,J, ..~.,~.~ Re: Village Parkway Pump Station Dear Mr. Hirschey: We are in receipt of your June 27, 1989 letter requesting a change order for the relocation of an 8" water main at Station 26+94. We wish to point out several items. Section 00830, Paragraph 1.11 of the Contract Documents states that in the event of a physical conflict with performance of the work, it shall be the Contractors responsibility to anticipate such conflicts and give advance notice thereof to the owners of the utility. The section further states that the Contractor shall be responsible for the relocation of the utility and no extra claims for compensation will be allowed unless approved in writing prior to the relocation. In regards to the above mentioned conflict, our office was first notified at 9:40 A.M. on June 1, 1989. Your pipe laying operations were one joint away at that time. The waterline in question is shown on the plans at Station 26+85. All stationing on the plans is baseline stationing. Your referenced stationing is centerline of the pipe. On the plans, it clearly says "verify" on the 8" waterline. At approximately 10:00 A.M., Mr. Durbin notified our office that he intended to use 45° bends to relocate the 8" over the 36". It is difficult to consider twenty minutes as adequate advance notice for the utility owner to evaluate alternatives or relocate the facilities. At approximately 11:30 A.M., I visited the site to review the conflict. At that time, the 8" line had been cut and preparation was underway to install the bends. On several occasions, we have discussed advance verification of utilities with your project superintendent· Once again, this important item was left until the last minute. On the basis of these facts, we are unable to recommend approval of your request. We would be happy to review any additional information which you might have regarding this matter. The 8" waterline shown on Sheet ~8 of 4~ Eiven the location of Station 2~ + 8~, elevation 441.~ at the point the new ~" watermain crosses it. Ca~un Contractors, Inc. excavated this 8" line to find it located at Station 2~ + ~4~ elevation 4~8.2 at the point the new ~" watermain crosses it. The elevation o~ the ~" waterman at this point is 4~.~ which obviously in the same horizontal plain of the subject 8" waterline. Consequently, either the 36" PCCP watermain or the 8" PVC waterline had to be rerouted to allow for this new installation. After contacting both Oinn, Inc. and The City of Coppell Utility Department and after thorough investigation of the available alternative measures, Cajun established as the most economical and expeditious measure the re,outing of the 8" PVC waterline. This additional work was accomplished over a two day period commencing June 1, 1989 after purchasin~ the piping and miscellaneous materials necessar~ to remove and reroute the waterline over the 36" main. ~iven these differing conditions, in accordance with Section Six of the Contract Documents entitled "Extra Work and Claims"~ Cajun respectfully requests a change order in the amount of $2,907.00 as compensation for the above described work. A detailed cost breakdown listed below and backup information is attached for your information.
