Box 9478, Coppell, Texas 75019 -9478 RE: Lower Deck Addition 150 East Bethel Road Coppell, Texas 75019 WO 12077 Dear Mr. Garza: LA) 4 Piburn & Carson, LLC has been asked by Mr. Timothy G. Pletta to review the proposed lower deck addition to the existing deck located at 150 East Bethel Road, Coppell, Texas 75019 as it relates to existing Grapevine Creekflood plain. Mr. Pletta has previously retained our firm to review the flood plain issues and to prepare a letter of map revision to FEMA for the property located at 140 East Bethel Road and adjacent to his residence. As such, we are familiar with the applicable existing flood study of Grapevine Creek, which impacts Mr. Pletta's property located at 150 East Bethel where the lower deck addition is proposed. The addition of one row of 4" posts and a lower deck elevation of 486.31', in my professional opinion will not adversely affect the 100 -year flood plain. The posts are in a line parallel to the flow in Grapevine Creek and here is approximately 6' open space below the proposed lower deck. Mr. Pletta has expressed his instructions that completion of the flood study associated with his property located at 140 East Bethel Road, shall incorporate the lower deck, as proposed, at 150 East Bethel Road. Mr. Pletta has further assured our firm and indicated to the City of Coppell, that in the event the flood study is not completed, then Mr. Pletta agrees to remove, at his sole cost and expense, the lower deck addition. Currently, we are in the process of obtaining written consent to use material prepared by Mr. Pletta's previous engineer and expect Mr. Pletta's Letter of Map Revision to be completed by the end of the year. In conclusion, a revision of the applicable flood study of Grapevine Creek, the height, location and clearance under the proposed lower deck addition, in our opinion, will not adversely affect the Grapevine Creek 100 - yearflood plain. The inclusion of the above - referenced language will serve to protect the City, should the application not be accepted by FEMA. Please feel free to contact me if you have any questions.
