On behalf of the Department of Homeland Security (DHS), Federal Emergency Management
Agency (FEMA), I want to thank you for your community's participation in the National Flood
Insurance Program (NFIP) and your commitment to reduce future flood losses. As you know, the
NFIP participating communities are required to provide information every two years to FEMA for
the creation of NFIP Biennial Report. The NFIP Biennial Report is very important because it
provides a status of each participating community's floodplain management program to Congress.
The purpose of this letter is to notify you that FEMA is collecting information for the 2005 -2006
NFIP Biennial Report. I am requesting that you review and complete the enclosed survey so the
status of your community can be included in this report. Please note the following information:
Section I of the report asks for information on changes to your community's flood hazard areas.
FEMA will use this information to help create an inventory of floodplain mapping needs to
identify communities to be re- mapped or identify additional flood hazards. Please review the
enclosed newsletter for instructions on how to best respond to the map restudy questions in
Section I.
Section II of the report asks for information on your community's floodplain management
program, and if training or floodplain management technical assistance is needed. FEMA will
use this information to develop program priorities and evaluate national progress in floodplain
management. The enclosure provides additional information on how the information will be
used and the options you have to submit the information for the Biennial Report.

This document is provided by the Federal Emergency Management Agency (FEMA), now part of the
Department of Homeland Security, to give communities helpful information about the National Flood
Insurance Program (NFIP) Biennial Report. You will find useful information on how to submit and
complete the report, why the requested data are important, and where to go for more information.
What is the NFIP Biennial Report?
Every two years FEMA collects data from communities participating in the NFIP through the Biennial
Report process. This provides communities an opportunity to identify floodplain mapping needs and
request assistance in implementing a floodplain management program. The Biennial Report provides
FEMA information on a community's floodplain management program and changes in its flood hazard
areas, which assists FEMA to evaluate the effectiveness of a community's floodplain management
activities. The Biennial Report shows FEMA nationwide trends and patterns, which FEMA uses to help
guide improvements to the NFIP.
How will FEMA use the Biennial Report Data?
Over 20,300 communities participate in the NFIP. This includes large communities with tens of thousands
of structures at risk as well as small communities with no more than a handful of properties at risk.
Understanding the characteristics of these communities and their needs is a difficult task for FEMA. The
data gathered from the Biennial Report will be used to assess mapping needs, organize training
opportunities, and plan technical assistance meetings and other activities with local officials.
Section I
Biennial Report information from Section I will be used by FEMA to help create an inventory of mapping
needs. If your community has changes in flood hazard data that warrants a restudy and you have already
conveyed those needs to FEMA or your NFIP State Coordinating Agency, then answer "yes" to the
applicable questions in Section I and FEMA will include this response to the existing restudy needs
information on record for your community. If you have restudy needs that are new or have not been
conveyed to FEMA or your NFIP State Coordinating Agency, proceed to answer "yes" to the questions in
Section I and call the Biennial Report Coordinator at (1- 877 - 336 -2114) to indicate your previously
unreported restudy needs. We are aware that many communities have already provided information
directly to FEMA or through their NFIP State Coordinating Agency about map update needs and appreciate
this cooperation. Thirty -one percent of the Biennial Report recipients in 2005 indicated on their Biennial
Report form that they needed a mapping restudy.
Section II
Information from Section II will be used to more fully understand a community's floodplain management
program based upon the number of structures in a community's floodplain, the number of permits issued in
the floodplain, and whether variances have been issued. Section II also invites a community to indicate if it
needs technical assistance in improving its local floodplain management program. All of this information is
used by FEMA Regional Offices to plan their technical assistance and outreach for NFIP communities. In
2005, 18% of Biennial Report recipients requested technical assistance by answering "yes" to any of the
questions in Section II.

Q. What are the benefits of flood insurance?

FLOOD
A. Communities that are approved to participate in
the NFIP are eligible to receive flood insurance. The
benefits of flood insurance are:
• Flood insurance compensates you for all
covered losses in full;
• Coverage is relatively inexpensive;
• Reimbursement for flood damage is made
even without a Presidential disaster
declaration;
• NFIP flood insurance is backed by the federal
government; and,
• Your claim can be handled quickly allowing
you to repair or rebuild your flood damaged
home or business.
Flood Insurance Fast Facts
• If you live in a low to moderate risk area and
are eligible for the Preferred Risk Policy, your
flood insurance premium may be as low as
$112 a year, including coverage for your
property's contents.
• It takes 30 days after purchase for a policy to
take effect., so it's important to buy insurance
before the floodwaters start to rise.
• Hurricanes, winter storms and snow melt are
common (but often overlooked causes of
flooding).
• If you live in a Special Flood Hazard Area
(SFHA) or high risk area, your mortgage
lender requires you to have flood insurance.
• New land development can increase flood risk,
especially if the construction changes natural
runoff paths.
• Federal disaster assistance is usually a loan
that must be paid back with interest. For a
$50,000 loan at 4% interest, your monthly
payment would be around $240 a month (for
30 years). Compare that to a $100,000 flood
insurance policy for about $33 a month.
Q. How can the citizens in my community lower
their flood insurance premiums?
A. A number of factors determine premiums for NFIP
flood insurance coverage. Major factors include: the
amount of coverage purchased; the deductible; and the
location, age, occupancy, and type of building. For
newer buildings in floodplains, the elevation of the
lowest floor relative to the elevation of the I% annual
chance flood can also be used to rate the policy.
Homeowners, business owners, and renters should
contact their insurance agent for more information.
The NFIP's Community Rating System (CRS) is a
voluntary incentive program that recognizes and
encourages community floodplain management
activities that exceed the minimum NFIP
requirements. As a result, flood insurance premium
rates are discounted (up to 45 %) to reflect the reduced
flood risk resulting from the community actions
meeting the three goals of the CRS: (1) reduce flood
losses; (2) facilitate accurate insurance rating; and (3)
promote the awareness of flood insurance. For more

Q. Is digital Flood Insurance Rate Map (FIRM)
data legally the same as the paper FIRM?
A. The Bunning - Bereuter - Blumenauer Flood
Insurance Reform Act of 2004 created a new section
of the National Flood Insurance Act of 1968 to allow
a digital representation of the Special Flood Hazard
Area theme to have equal legal standing in the NFIP
as the effective printed FIRM provided it meets
FEMA accuracy standards (Section 107 of the 2004
Act).
Communities have the option of adopting by reference
either the digital data or the paper FIRM. It is likely
that most will have to continue to adopt the paper map
in order to meet State and community due process
requirements.
