The NFIP Biennial Report provides a status of each participating community's floodplain management program Section I of the report asks for information about changes in your community's flood hazard areas. FEMA will use this information to help create an inventory of mapping needs to identify communities that need to be re- mapped or have additional flood hazards identified. Section H of the report asks for information about your community's floodplain management program including the number of building permits issued in your community's flood hazard areas, and population and building figures both in the flood hazard areas and throughout your entire community. Each community is also asked if training or floodplain management technical assistance is needed. This information provides data FEMA can use to develop program priorities and evaluate national progress in floodplain management. The informational enclosure provides a further explanation on how the Biennial Report data will be used and the choices you have in how you submit the Biennial Report data. You will find useful information on how to complete the report, why the requested data are important, and where to go for more information. What is the NFIP Biennial Report? As participants in the NFIP, communities agree to provide information to FEMA every two years regarding the develop- ment that occurs in their floodplains. This information is gathered through the Biennial Report process. The Biennial Report provides FEMA information on a community's progress in implementing its floodplain management program. It also provides communities the opportunity to identify floodplain mapping needs and request assistance in implementing a floodplain management program. Why is the NFIP Biennial Report important? About the NFIP Escalating costs to taxpayers for flood disaster relief led Congress to establish the NFIP in 1968. The NFIP is administered by FEMA and is based on the agreement that if a community will practice sound floodplain management, the Federal Government will make flood insurance available. The NFIP Biennial Report is important because FEMA uses the data from the Biennial Report to monitor the floodplain management program of communities participating in the NFIP. It enables FEMA to collect information regarding changes that occur in each participating community's flood hazard areas. Also, the report is used to evaluate the effectiveness of a community's floodplain management activities. The evaluation is accomplished by analyzing information provided by the community, such as the number of variances issued and floodplain development permits granted relative to other information contained in the Biennial Report. Information from individual com- munities allows FEMA to see nationwide trends and patterns that influence the NFIP. FEMA is then able to make decisions to improve the NFIP based upon specific community information gathered though the Biennial Report. FEMA is undertaking a transformation of our Nation's flood hazard maps. Our flood maps, an essential tool for flood hazard mitigation in the United States, have not been fully maintained with up -to -date information due to limited funding. In fiscal year 2003, FEMA will begin a focused Multi - Hazard Flood Map Modernization effort to address this problem. 3y V The goal of this effort will be to update the flood hazard data w while converting the format from a paper map system to a digital one. Further, the digital format will result in a tool that F®Ceral Emergency Mana�aMnt A/! m .h {$ enables users to store and use data for a variety of hazards, fEMa'sFlooax� 'W m including those that are man -made. The Multi- Hazard Flood Map Modernization effort will implement a nationwide, state -of- the -art infrastructure that enables all- hazard mapping. This will also provide a community -level Geographic Information System tool to enable such applications as asset management, community development, planning, floodplain management, zoning, and building code enforcement. What's New at the Map Service Center? FEMA is pleased to announce the Map Service Center's (MSC's) World Wide Web site, msc.fema.gov. The MSC Web site is just one of a suite of on -line services planned to expedite the dissemination of FEMA's flood map and insurance products that support FEMA, its customers, and the user community. The MSC distributes NFIP materials to a broad range of customers including: all levels of government officials; real estate professionals; insurance providers; appraisers; builders; land developers; design engineers; surveyors; lenders; and the public. MSC products include Digital Flood Insurance Rate Maps, Flood Insurance Rate Maps, Flood Insurance Study reports, Digital Q3 flood data, NFIP Community Status Book, Flood Map Status Information Service, Letters of Map Change, and NFIP Insurance Manuals. The MSC's mission is to improve service to its customers while streamlining operations using the latest technical innovations. Be sure to check the MSC Web site for future improvements. As of May 1, 2002, scanned images are available for on -line viewing! Products for which scanned images are available can be viewed for free after being selected through various search methods including Map Search, the Catalog, and Quick Order. Viewing is provided through an on -line version of Flood Map Image Tool (F -MIT) at the MSC Digital Post Office. F -MIT on -line allows users to zoom in and out, dynamically zoom to a specified area, pan, view selected area in an overview map, pan in the overview map, and get such document information as scan size, map dimensions, or file size. Customers can also purchase the digital images for downloading on -line. The images are retrieved through the customer's mail box at the MSC Digital Post Office. From the Digital Post Office, customers can view and print the images in addition to downloading them. Products purchased on -line will remain in the Digital Post Office for a period of 10 days.
