FEMA Form 51 -29, FEB 96 REPLACES EDITION OF DEC 93, WHICH IS OBSOLETE 5- COMMUNITY MEMORANDUM FOR: Chief Executive Officer SUBJECT: Biennial Report When your community entered the National Flood Insurance Program, local officials agreed to comply with Section 59.22 of program regulations and submit an annual report to the Federal Emergency Management Agency (FEMA), describing the progress made on the implementation of floodplain management measures. This report is being conducted on a biennial reporting cycle. The report enables FEMA to be more responsive to participants in the National Flood Insurance Program. This report tells us of any needed changes to your community's official flood map and of any changes of name or address for your office. The report asks for the number of construction permits granted in your community's flood hazard areas. Construction permits would cover any new building, including substantial repairs or additions to existing structures. A substantial repair or addition is one that costs 50 percent or more of the structure's market value before the work was begun. The report also requests population figures applicable both to your entire community and to its flood hazard areas. Please give us the best population data available to you. You are to complete the report for flood- related activities in the last two calendar years. Please detach the last copy for your records and return the other four copies to this office within 30 days. Our address is shown on the front of the form. Thank you.
