SWM-PS 990617 (2)REGIONAL STORM WATER MANAGEMENT COORDINATING COUNCIL NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS June 17, 1999 MEETING SUMMARY The NCTCOG Regional Storm Water Management Coordinating Council met June 17, 1999 at the NCTCOG offices. Members/Representatives in attendance are indicated on the attached sheet. NCTCOG staff present included John Promise, Samuel Brush, Keith Kennedy, Kenneth Calhoun, and Leslie Calderon and Mary Tatum. AGENDA ITEMS 1. Summary of the March 25, 1999 Meeting. The meeting summary was approved without any changes. 2. FY1999 Work Program. Keith Kennedy presented a progress report highlighting the Third Quarter's successful accomplishments. A comprehensive list of all the accomplishments from the First through Third Quarters for FY99 was also passed out to Council members. 3. Proposed FY2K Work Program. Keith Kennedy presented the FY2K NCTCOG Work Program. This document will serve to guide the implementation of the Expanded Regional Storm Water Program during the coming year. Staff presented the four key Work Program activities proposed in the Work Program: Strategy Implementation, Knowledge and Information Transfer, Development Enhancement, and Cooperative Monitoring. The primary focus of the Strategy Implementation component will be to continue coordinating and facilitating meetings and special topic forums. This will include special arrangements with APWA, EPA and other entities to address the Phase II rule issuance via a nationwide televised conference. The key program element of the Knowledge and Information Transfer component will be NCTCOG's role as a clearinghouse and resource center for storm water related information and public education materials. An enhanced web page presence will serve as the primary tool for knowledge dissemination. The regional strategy video will also be completed for delivery to City officials. Kenneth Calhoun explained the proposals under the Development Enhancement component, it's key element being the development of a document presenting policies, strategies, and planning procedures for post development storm water management. A Task Force consisting of two groups, Voting Members and Associate Members (non- voting) will head the development of this document. The Voting members will consist of the seven Phase I representatives and four selected Phase II members from each of the watershed groups. Various members of the private development community will serve as Associate Members. The Task Force will have their first organizational meeting next week. The Cooperative Monitoring component will continue the regional monitoring program currently on -going with the Phase I cities. This portion of the work program will continue to be funded exclusively by the Phase I cities. A motion was made to approve the Work Program with minor editorial changes to be approved by the Chair. A vote of approval carried unanimously. 4. Regional Storm Water Strategy Policy Position. The Final Draft of the Policy Position was presented to the Council. Council members were asked to review the Final Draft and make final suggestions and comments. The Council moved to adopt the document with minor editorial corrections and the vote carried unanimouslY. 5. Development elements update. Staff provided copies of edited pages for the final draft of the 2nd Edition of the Construction BMP Manual. Staff made a recommendation to the Council to review the document and submit minor changes to the Chairman for consideration. Otherwise, any significant changes will be deferred to the Development Task Force for review by July 2 "d. Kenneth Calhoun is still working with TEEX to schedule the inspector training. Other sources are currently being evaluated to conduct the training session and more information will follow. 6. Cooperative Monitoring Update. Harry McWreath with the USGS gave an update on current monitoring activity. He reported that the sampling period of March 1 — August 31 requires 36 samples to be collected from 22 stations scattered throughout the region. To date 34 samples have been collected and the lab has turned in all of the analytical results to USGS. The data is currently being prepared for submittal to NCTCOG. 7. Pollution Prevention /Good Housekeeping Forum. Planning for the upcoming July forum is currently underway. The Council was asked to furnish ideas and suggestions on topics that are of particular interest to municipalities in the area of Good Housekeeping practices. Volunteers were also solicited to create an Ad Hoc committee to guide the planning efforts for the forum. 8. Report on Post- Development Storm Water Runoff Forum. This item was briefly covered in the Development elements update. 9. Roundtable discussion. No additional issues were brought up for discussion.
