I. Construction Activities
Since October 1, 1992, construction
activities disturbing over five acres require a
federal storm water discharge permit from
EPA. This can be interpreted as a single
site or multiple sites, if part of a 'common
plan' of development that will ultimately
disturb more than 5- acres. These permits
are required for all private construction
activities in the U.S. and public construction
activities in cities with populations greater
than 100,000.
In an effort to meet these water quality
regulations for construction activities, the
North Central Texas Council of Governments
( NCTCOG) and the participating public and
private entities have developed a manual
entitled Storm Water Quality Best
Management Practices for Construction
Activities - North Central Texas. This
'Construction BMP Manual' presents a
comprehensive approach to addressing
storm water quality issues associated with
construction activities. The following
information describes the contents and
organization of the manual:
• Administrative Policies and Procedures:
Provides an overview of the fundamentals
needed for developing and implementing
local government policies and procedures
to address storm water quality issues
resulting from construction activities.
• Design Methodology: Provides a simple
approach to the design of erosion and
sediment (e /s) control plans through the
creation of performance based criteria for
recommended control devices. An overall
site rating sets a minimum design
requirement for the reduction of potential
sediment loss. This rating is based on a
weighted average of efficiencies of the
controls used to achieve a e/s design
effectiveness of 70 percent. The purpose
is to ensure that sound and consistent e/s
control designs are being developed
throughout the region by registered
professional engineers.
• Best Management Practices Fact
Sheets: Provide specific design - related
information on more than a dozen
recommended e/s control practices.

Since October 1, 1992, industrial activities
identified by their Standard Industrial
Classification Code (SIC) in EPA's storm
water regulations have been required to
obtain a storm water discharge permit from
EPA. The permit requires the industrial
activity to develop and implement a Storm
Water Pollution Prevention Plan and also to
conduct storm water quality monitoring
annually.
In an effort to meet these water quality
regulations for industrial activities, NCTCOG
and the participating public and private
entities have developed a manual entitled
Storm Water Quality Best Management
Practices for Industrial Activities - North
Central Texas. This'Industrial BMP Manual'
presents a comprehensive approach to
addressing storm water quality permitting
issues associated with industrial activities.
The following information describes the
contents and organization of the manual:
Introduction: Provides an overview of
the purpose and scope of the manual. it
also rovers the fundamental elements of
environmental regulations affecting
industrial activities.
• Storm Water Pollution Prevention Plan
( SWPPP) Preparation: Provides an
overview of the key steps necessary in
the preparation of a SWPPP for industrial
activities.
• Selecting Best Management Practices
(BMP): Provides guidance on the
assessment process necessary in the
identification or selection of the most
appropriate BMP for the industrial activity
under consideration.
• Source Control BMP Fact Sheets:
Provide specific pollution control - related
information on a dozen recommended
source control practices. These fact
sheets include information regarding the
purpose and application (intended use);
key parameters, including control
approach and requirements to implement;
cost considerations; maintenance; and
limitations of each source control practice.
References are also provided at the end
of each fact sheet.

Ill. Residential /Commercial Land Uses
EPA requires federal storm water discharge
permits of municipal governments that have
populations greater than 100,000 and have
municipal separate storm sewer systems
(MS4). These identified MS4 cities are
required to submit their storm water
management programs to EPA, who will
issue these cities a specific 5 -year municipal
discharge permit for storm water. These
permits require the cities to manage storm
water discharges from residential and
commercial developments to control water
pollution.
In an effort to meet these water quality
regulations for residential and commercial
developments, NCTCOG and the
participating public and private entities have
developed a manual entitled Storm Water
Quality Best Management Practices for
Residential /Commercial Land Uses - North
Central Texas. This 'Residential/
Commercial BMP Manual' presents a
comprehensive approach to addressing
storm water quality associated with
residential and commercial land use
activities and development practices. The
following information describes the contents
and organization of the manual:
• Introduction: Provides an overview of
the purpose and scope of the manual,
including basic information related to
storm water and pollution generation. It
also covers the fundamental elements of
environmental regulations affecting
residential and commercial developments.
• Storm Water Management Program
(SWMP) Development: Outlines the key
steps necessary in the development and
implementation of a SWMP for residential
and commercial land uses, including
defining program goals, assessing
conditions and setting priorities.
• Best Management Practices (BMP)
Selection: Provides guidance on the
assessment process necessary in the
identification or selection of the most
appropriate BMP for the residential and /or
commercial land use under consideration.
• Source Control BMP Fact Sheets:
Provide specific pollution control - related
