RE. Request for Engineering Se~ices for Damaged Outflow Structure

The purpose of this memo is to provide a response to your August 8, 1994 memorandum
regarding possible assistance in the design to repair the outflow structure that is located at
Andrew Brown, Jr. Community Park, east of Denton Tap Road.
It is my hope that the following comments will provide the information necessary for you to
evaluate the possibility of designing a sound repair for this outflow structure. While I would
agree that this is a maintenance issue, it is our assessment that the actual repair to the
outflow structure will require an engineering design to correct the damage that has occurred
to the structure over the past several years.
In assessing the damage to the structure, I would point out that conditions are ever changing
due to high water flows that the Corps of Engineers release from Grapevine and high flows
of Denton Creek that may result from localized heavy rainfall. Each occurrence of high
water along this portion of Denton Creek causes the separation of the pipe system that Larry
Davis observed. Water is also creating additional damage to the flapper valve directly in
front of by undermining the structure; thus, the flapper valve is rendered useless.
While construction plans would be helpful in obtaining quotations for this matter, no known
plans are available. Prior to making our initial request, Public Works staff contacted
contractors proficient in this type of work to request quotes that would address the problem.
The quotes received substantially exceeded the $15, 000 currently allowed under current
purchasing laws. Based on these quotes, this project would require construction plans and
specifications in order to be bid out.
It would appear that in order to permanently correct this problem, a engineering design
would be the answer. I would ask that you give consideration to providing engineering
assistance in order that we may proceed in this matter.
As mentioned in my initYal request, Public Works staff will assist in any way to help assure
the success of this project. I will make myself, or other staff members available to view the
infrastructure with you or your staff as needed. If at all possible, please provide me with a
response by Wednesday, August 24, 1994. Thank you.
