Your reasoning for requesting Engineering to provide this was so that the contractor could provide a change order for completing the work. There might be an alternative that you may not have considered at this point. While reviewing the construction plans for Andrew Brown East, I noticed Mesa Design had already provided a preliminary concept of the outline of the future parking lot. It also appears that they may have performed some site work in the general vicinity which could include some surveying information they may have obtained. Therefore, have you considered the possibility of getting Mesa to amend their contract to provide a design for the remainder of the parking lot? This would appear to be the most expedient process. If Mesa has already done a preliminary layout and if they have obtained some survey information, then the original designer of the project will be much more familiar with the project at this point. If you are requesting that Engineering pursue the design, I would request that you contact Mesa and have them provide any surveying they may have done in the area so we can establish benchmark information and utilize any information that they might have. Also, as you may be aware, this will be a survey intensive project to grid the existing ground, superimpose the parking lot and calculate the cut and fill areas. Because of my limited staff, I would also request that if Engineering pursues this project that you provide at least one person to assist in the surveying of this area. That person will work with either Garreth or Doug in obtaining the surveying information and gridding the area. I am unsure if you have considered the landscaping requirements for parking lots with this project. As you know, our Landscape Ordinance requires landscaped islands every twelve parking spaces. Will you have somebody on your staff design the irrigation system and the landscaping for this project? Because of four other in-house design projects currently being worked on in the Engineering Department, it is my opinion that the more expedient process to obtain this design so that Rodman Excavating can provide the change order would be to go through Mesa Design. The four projects currently under design in the Engineering Department are: East Beltline Road Water Line, Devonshire Drainage, corrections to the old MUD System, and redesigning a portion of the Moore Road Drainage Project. If you still wish the Engineering Department to design the project after you pursue the Mesa approach, I would again stress that the results would not be as expedient as through Mesa.
