RE: 1993 FIS/FIRM Revision
Date: February 23, 1993
This memo serves as a status report for the above referenced project. I have been working on
the FIRM revision and have been in contact with FEMA and affected consultant engineers in
addressing FEMA's comments per letter dated December 18, 1992. I have used a copy of the
attached FEMA letter for references in order to provide you with this report:
#1 - Corporate Limits: Corporate limits for the City of Coppell have been corrected on the
mylar FIRM dated 12/18/92.
#2 - Street Names & Locations: 80% complete. ino °lam ,,,, o S- •w -e--<<
#3 - Denton Creek F000dplain: Gibbs Station and Lakewood Estates subdivisions and corrected
100 year floodplain lines have been annotated on the FIRM.
#4 - Villages of Coppell: In early January and February, 1993, I contacted Tipton Engineering
urging them to submit as -built data for this project. As of this date, I have not received any
documents for LOMR.
#5 - Elm Fork Trinity River F000dplain: I have marked up a blueprint copy of the 12/18/91
FIRM to reflect the area south of Beltline Road. I am forwarding the mark -up map to Doug
Stevens to revise the mylar FIRM.
#6 - Gra_pevine Creek Channelization and Drop Structure: No action required.
#7 - Big Cedar Addition: No action required.
#8 - Denton Tap Road Bridae: Necessary documents were provided to FEMA on 11/17/92.
#9 - Creekview Estates: I worked closely with Mr. Ery Meyer, P.E. to assure timely submittal
of as -built data, which has been accomplished. As -built data and request for LOMR has been
submitted to FEMA.
#10 - Villages of Cottonwood Creek: Once a copy of the FEMA letter dated May 23, 1986,
was received from Weir & Associates, I faxed it to Mr. Jerry Sparks of Dewberry & Davis.
Since said letter serves as a LOMR, we are not required to submit additional HEC -2 data. This
will be mentioned in the transmittal letter to FEMA.
#11 - MacArthur Blvd. Bridge: Phil Deaton of Carter & Burgess is to provide the City with as-
built HEC -2 models reflecting the bridge (see attached letter to Phil Deaton dated 2/22/93).
#12 - Northlake Woodlands #12: No action required.
#13 - Redelineation of Floodplain Boundaries for all Streams: Floodplain boundaries in areas
of question and concern have been revised, mainly along Denton Creek and the Elm Fork of the
Trinity River. I have marked up a topo map (1" = 200') showing the floodplain lines in
Riverchase, around the new pump station, and Wellington Apartments. Under your direction,
1 am forwarding this map along with the marked up FIRM (showing revisions to the 100 year
floodplain lines to reflect areas north of Sandy Lake Road, the Riverchase Golf Club, area south
of Belt Line Road, street location changes, etc. along Grapevine Creek drop structure, etc.) to
Doug Stevens for his use in correcting the mylar FIRM.
Additional Data Required by FEMA
#14.1 - I requested a mylar of the 12/18/91 FIRM from FEMA (which took about 2 -3 weeks
to be forwarded to us) and necessary changes are being made on this map.
#15.2 - As indicated earlier, Phil Deaton of Carter & Burgess is to provide necessary HEC -2
data by no later than March 5, 1993.
#16.3 - Villages of Cottonwood Creek: This information is no longer required by FEMA.
#17.4 - Creekview Estates: This item has been addressed.
#18.5 - Denton Tap Bridge: Necessary documents were submitted to FEMA on 11/17/92.
As indicated earlier, I am forwarding a copy of the topo map (reduced to scale 1" = 400')
which I had used to show the 100 -year floodplain lines in certain areas, along with the marked
up FIRM, reflecting my comments, to Doug Stevens for map correction. I have already
discussed my comments and revisions with Doug, and under your direction I am asking Doug
to incorporate said revisions to the mylar FIRM.
If you have any questions, please advise.

RE: MacArthur Blvd. Bridge over Denton Creek
Dear Mr. Deaton:
As per our previous telephone conversations, and according to the FEMA letter dated December
18, 1992, documents reflecting the as -built condition of MacArthur Blvd. bridge must be
submitted. Please prepare the following data, as requested by FEMA:
* HEC -2 models for Denton Creek reflecting the 10 -50 -100 and 500 -year floods
and floodway revised to reflect the "as- built" MacArthur Blvd. bridge.
* Submit annotated FIS report flood profiles and the floodway data table for Denton
Creek to reflect the revised modeling.
* Provide a copy of the revised FIRM reflecting the 100 and 500 year floodplain
boundaries and floodway for Denton Creek (see attached copy of the preliminary
FIRM, dated 12/18/91 for your use).
During our telephone conversation in early February, you expressed some concerns in that you
needed to have the most current HEC -2 models for Denton Creek in this reach in order to
prepae the above data. As a result of my file search, it appeared to me only FEMA would have
the necessary information reflecting the existing hydraulic conditions, Le, Lake Park Addition
and Kimley Horn's split flow analysis, etc. I contacted Mr. Jerry S. Parks of Dewberry &
Davis in this regard a few weeks ago, and finally received copies of the HEC -2 multiple profile
model of Denton Creek today.
I am forwarding copies of the following documents to you for your use:
* Multiple profile and floodway model, upstream of floodway split.
* Floodway model for downstream of the floodway split.
* Floodway model for Coppell side.
* Floodway model for Lewisville side of floodway split.
In addition, you will find hard copies of HEC -2 models and diskette containing Andrew Brown
Park hydraulic model prepared by Albert Halff & Associates, Inc. Please return the diskette as
soon as possible.
Please provide the necessary data to reflect MacArthur Blvd. bridge by no later than March 5,
1993. If you have any questions, please call Jerry Sparks at (703) 849 -0392, or myself at (214)
393 -1016.
Sincerely,
X?-
