Dear Mr. Griffin:
By letter dated February 1, 1993, I briefed you on the subject project that has been submitted to FEMA for a
LOMR. FEMA had requested that joining cities ( Coppell) write a letter of agreement to the revision request.
The map revision includes a revised baseline floodway due to a previously unmapped high ground area just
west of the Carrollton landfill. The nursery is within the ineffective flow area north of the high ground and the
Carrollton landfill. This being the existing condition, there is no change in the baseline or the floodway 100 -
year water surface elevations when existing and proposed mapping are compared.
A second item required is a copy of a public notice or notification of all affected property owners in the City of
Coppell. The following notice is being published in the Citizen's Advocate newspaper to satisfy this
requirement.
NOTICE OF PROPOSED REVISION OF FLOODPLAIN MAPS
Southwest Landscape Nursery, in cooperation with the City of
Carrollton, has submitted a study to the Federal Emergency
Management Agency which requests changes to the 100 -year
floodplain elevations and floodway for Elm Fork of the Trinity
River within the Carrollton corporate limits. The corrections are
for a reach of Elm Fork and the Trinity River from Belt Line Road
to approximately 3,000 feet upstream of Sandy Lake Road.
The revisions are intended to demonstrate the impacts of
improvements to Belt Line Road and more detailed topographic
information on the floodplain and floodway. These modifications
will impact the blood Boundary and Floodway (Panel 15) for the
City of Carrollton.) A copy of a floodplain Study "Southwest
Landscape Nursery" can be reviewed at the Engineering
