By letter dated September 3, 1992 (copy attached) FEMA has requested additional data before they can process our LOMR request. Two of the five items requested are documentation we need to obtain from the City of Coppell. The first item is a letter, from the official designated by the CEO of the City of Coppell, that agrees with the request to revise the mapping of the floodplain/floodway. I have attached maps showing existing floodway mapping and proposed floodway mapping. I have also included a map showing cross section locations, the alignment of the Elm Fork and City limit lines. A summary table, also included, comparing water surface elevations for current effective, revised existing and proposed conditions shows that there is no change in the base flood or the floodway elevations between revised existing and proposed. The revised existing is an update of the current effective FIS model that includes the improvements at Belt Line Road, the St. Louis and S. F. Railroad, Riverchase and high ground previously unmapped west of the City of Carrollton landfill area. A second item needed is a copy of a public notice or notification of all affected property owners of the City of Coppell's intent to comply with the request to revise the floodway. A notice (copy attached) was published on June 4, 1992 in the Metrocrest News by the City of Carrollton. A similar notice could be published in a Coppell newspaper to satisfy FEMA requirements. Please review the attached information and if in agreement provide us with a letter stating the requested information. Certification of fill compaction to 95% of the maximum density obtainable with the Standard Proctor Test method issued by the American Society for Testing and Materials must be submitted before the Special Flood Hazard Area can be removed from the FIRM. 5.
