As representatives of Southwest Landscape Nursery, we have requested (through the City of Carrollton) a
change in the FEMA mapping of the floodplain/floodway delineation of the Elm Fork Trinity at Sandy Lake
Road. By letter dated September 3, 1992 (copy attached) FEMA has requested additional data before they
can process our LOMR request. Two of the five items requested are documentation we need to obtain from
the City of Coppell.
The first item is a letter, from the official designated by the CEO of the City of Coppell, that agrees with the
request to revise the mapping of the floodplain/floodway. I have attached maps showing existing floodway
mapping and proposed floodway mapping. I have also included a map showing cross section locations, the
alignment of the Elm Fork and City limit lines. A summary table, also included, comparing water surface
elevations for current effective, revised existing and proposed conditions shows that there is no change in the
base flood or the floodway elevations between revised existing and proposed. The revised existing is an update
of the current effective FIS model that includes the improvements at Belt Line Road, the St. Louis and S. F.
Railroad, Riverchase and high ground previously unmapped west of the City of Carrollton landfill area.
A second item needed is a copy of a public notice or notification of all affected property owners of the City of
Coppell's intent to comply with the request to revise the floodway. A notice (copy attached) was published on
June 4, 1992 in the Metrocrest News by the City of Carrollton. A similar notice could be published in a
Coppell newspaper to satisfy FEMA requirements.
Please review the attached information and if in agreement provide us with a letter stating the requested
information. I have visited with Ms. Shohre Daneshunand concerning this additional data FEMA is
requesting that we obtain from the City of Coppell. If you have any questions or need additional data please

4. Certification of fill compaction to 95% of the maximum density
obtainable with the Standard Proctor Test method issued by the
American Society for Testing and Materials must be submitted before
the Special Flood Hazard Area can be removed from the FIRM.
5. Please submit a topographic map that shows the revised 100 -year
floodplain and 100 -year floodway boundaries, the locations and
alignments of all cross sections used in the revised hydraulic
models, stream alignments, road alignments, and the community
boundaries. The revised 100 -year floodplain and 100 -year floodway
boundaries must tie into those shown on the preliminary FIRM dated
April 17, 1992, upstream and downstream of the revised reach. The
scale and topographic definition of the map must be sufficient to
provide reasonable accuracy, and the map must be certified by a
registered professional engineer. (See Paragraphs 65.6(a)(11) and
65.7(b)(5) of the National Flood Insurance Program regulations.

OF FLOODPLAIN MAPS
Southwest Landscape Nursery, in cooperation with
the City o Carrollton, has submitted a study of the
Federal Emergency Management: Agency which
requests changes to the 100 -year floodplain eleva-
tions and floodway for Elm Fork of the Trinity Riv-
er within the Carrollton corporate limits. The
corrections are for a reach of Elm Fork and the
Trinity River from Beltline Road to approximately
3,000 feet upstream of Sandy Lake Road.
The revisions are intended to demonstrate the im-
pacts of improvements to Beltline Road and more
detailed topographic information on the floodplain
and floodway. These modifications will impact the
Flood Boundary and Floodway (Panel 15) for the
City of Carrollton. A copy of a floodplain Study
"Southwest Landscape Nursery" can be reviewed
