Dear Mr. Matticks:
Please find enclosed one bound copy of a report prepared through
our consulting engineer, Ginn, Inc. by Kimley -Horn and
Associates, Inc. addressing the preliminary FIS and FIRM for the
City of Coppell which was transmitted by you on September 22,
1988. We have also included a copy of the preliminary FIRM
marked with our current corporate limits. The City of Coppell
greatly appreciates the granting of the time extension which has
allowed us to properly review the preliminary FIS and FIRM.
It is the City of Coppell's desire to have the preliminary FIS
and FIRM revised to include the contents of the attached report
and the new corporate limits. In your review of the enclosed
report you will note that all Floodplain and Floodway
delineations are contained in Attachment 10 of the report and
have not been marked on the preliminary FIRM. We hope that this
will not unduly inconvenience you in making the necessary
revisions to the FIRM.
I have also included a letter addressing your concerns regarding
the Floodplain Hydraulics Study, Grapevine Creek, Moore Road
Bridge Replacement, City of Coppell, Texas dated 1987. The
effects of the bridge replacement are included in the existing
conditions computer models in the enclosed report.

Dear Mr. Matticks:
This is in reference to your letter of September 22, 1988
regarding the subject Flood Insurance Study preliminary revision.
We are in the process of reviewing the subject preliminary study,
and will inform you of our results shortly. In the meantime, we
would like to clear up a problem discussed in the letter.
In a letter dated November 30, 1987, from Mr. Wayne Ginn, P.E.,
former City Engineer and Floodplain Administrator for our City,
we asked FEMA to revise the FIS to incorporate the effects of the
new Moore Road bridge across Grapevine Creek. Your September 22,
1988 letter caused us great concern by suggesting that we were in
violation of the National Flood Insurance Program regulations.
To correct this problem we asked Mr. Ginn to investigate the
matter.

1. The entire floodplain at the location of the apparent
violation (cross section 18600 in the "As- Built" HEC -2 model
submitted to FEMA) is owned by the City of Coppell, and the
City approves the approximate one half foot increase in the
floodway elevation.
2. A modification to the floodway at this location showing the
floodway at the same width as the floodplain is acceptable
to the City. We will address this specifically in our
review of the FEMA Preliminary FIS revision to be completed
shortly.

3. A set of construction plans for the Moore Road Bridge
certified "as- built" by a registered professional engineer
has been attached for your review.
4. A set of construction plans for the Northlake Woodlands East
development, located approximately 2,000 feet downstream of
the Moore Road Bridge certified "as- built" by a registered
professional engineer has also been attached for your review.

Re: Review of the Preliminary FIS and FIRM
Dear Mr. Doyle:
In accordance with our October 3, 1988 Proposal which was
accepted by the City Council at its October 25, 1988 meeting we
are submitting herewith two (2) copies of the Kimley -Horn and
Associates, Inc. review comments and maps, and one copy of the
Preliminary FIRM marked to show the present boundaries of the
City of Coppell. We have also prepared the transmittal letter
from the City of Coppell to FEMA which is also enclosed.
We have reviewed the Kimley -Horn comments and feel that they
appropriately address the necessary areas which should be
included in the updated FIS and FIRM for the City of Coppell at
this time. Upon review of the materials transmitted herewith you
will note that the comments and maps reflect the new Moore Road
Bridge over Grapevine as existing conditions. In order to make a
complete submission of this response to FEMA the "As- built"
drawings for the Moore Road Bridge and Northlake Woodlands East
and the letter transmitting them to FEMA must also be included.
All of the aforementioned items were transmitted to you with our
October 27, 1988 letter, and should be in your possession. For
your convenience we are furnishing another copy of the
appropriate transmittal letter to FEMA dated January 12, 1989.
We will be happy to make ourselves and Kimley -Horn available for
a final presentation for the City Council or Staff under the
terms of the Proposal if you so wish. If no presentation is
required, you may consider our services under the approved Work
Order as complete. We appreciate the opportunity to perform
these services for the City of Coppell. Please call me if you
