RE: Preliminary Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS)
Report for Dallas County, Texas and incorporated areas, in particular Coppell,
Texas
Dear Mr. Miller:
I have looked at and reviewed the Preliminary Flood Insurance Rate Maps from a non - technical
viewpoint and have noted 15 locations in or adjacent to existing creeks where development has
taken place that is not included on the preliminary maps. Those 15 areas are shown on maps
#48113CO135 J & #48113C0155 J. I have also provided copies of the plats for those
subdivisions to better assist you in placement of the streets on the official maps. Also, please
note that on the same two maps our city limits along the northern and western portions of Coppell
are shown incorrectly. On the maps provided to you, the missing streets are shown in red and
the revised city limits is shown in blue. Also, each of the fifteen areas are blocked in a black
marker that corresponds to the plats that have been provided. In reviewing the summary of map
actions, I also noted that Case #9906831P dated July 6, 1999 for Mansions by the Lake was not
included on your summary.
My greatest concern with the maps is the change in elevations associated with the Elm Fork of
the Trinity River along the east side of Coppell. In some areas south of Sandy Lake there is
about a two foot drop in the floodplain elevation, while in some areas north there is about a one
foot increase in the water surface elevation associated with the 100 -year floodplain.
My concern in just visually looking at the revised limits of the floodplain is the Gibbs Station
Subdivision, which is in the area noted with the pink circle along Denton Creek. The floodplain
as shown within the pink circle does not match the LOMR dated June 23, 1994, Case #94-06 -
308P. If the revised floodplain delineation is correct, then it is quite possible that there are
numerous homes now within the 100 -year floodplain. I am unsure how the revised limits on the
preliminary maps were arrived at but it is highly unlikely that the floodplain has encroached upon
the homes because of our requirement to elevate homes 2 feet above the existing floodplain.
Therefore, even if the floodplain elevation was raised approximately 1 foot in this area, the
homes would still not be within a designated floodplain area.
Obviously, this issue will be reviewed in greater detail as we enter the 90-day appeal period.
However, I did want to mention this to you during the initial 30 -day review period to determine
whether or not an error had been made.

Dear Mayor Sheehan:
We are pleased to present you with three copies of the referenced preliminary FIRM and FIS report for your
review and comment. We have prepared the FIRM and FIS report in our countywide format, which means
that flood hazard information for all jurisdictions within Dallas County, including your community, has been
combined into one FIRM and FIS report. We have enclosed only those FIRM panels that actually cover your
community. We have provided complete sets of the FIRM panels to county officials under separate cover,
and they should be available there for review by your community.
For communities such as yours that are located in two or more counties, the FIRM and FIS report have been
expanded to incorporate all of the land area within the corporate limits of your community.
We have prepared the enclosed version of the FIRM directly from the effective FIRMs and Flood Boundary
and Floodway Maps (FBFMs) for the county and incorporated areas using a process that involves capturing
data in a digital (computer- readable) format and plotting map panels using a specialized computer technology.
In so doing, we have incorporated all essential information from the previously effective FIRMs and FBFMs.
As part of this FIRM update we have incorporated additional new detailed flood hazard data prepared by the
U.S. Army Corps of Engineers, Fort Worth District. This data includes revised analyses for Trinity River,
Elm Fork Trinity River, West Fork Trinity River, and Ten Mile Creek. This data also affects the lower
reaches of tributaries to these flood sources.
In addition to preparing the FIRM and FIS report in our countywide format, we made other format revisions
to the FIRM and FIS report. The specific revisions are summarized in Section 10.0 of the FIS report.
The corporate limits and roads shown on this FIRM were obtained from the North Central Texas Council of
Governments. The Council has indicated that these corporate limits have not been recently updated and may
not be accurate. We received the corporate limits submitted by your community and will incorporate the
changes before final publication of the maps. If additional annexations or revisions have occurred since your
last submission, please forward them with any other comments you have regarding the map panels.
To assist your community in maintaining the FIRM, we have enclosed a Summary of Map Actions to
document previous Letters of Map Change (LOMCs) (i.e., Letters of Map Amendment, Letters of Map
Revision) that will be superseded when the revised FIRM panels become effective. Information on LOMCs
is presented in three categories: (1) LOMCs that have been included on the revised FIRM panels; (2) LOMCs
that have not been shown on the revised FIRM panels because of scale limitations or because the LOMC that
was issued had determined that the lots or structures involved were outside the Special Flood Hazard Area
(SFHA) shown on the FIRM; and (3) LOMCs that have not been included on the revised FIRM panels because
they are being superseded by new detailed flood hazard data. The LOMCs shown in Category 2 above will
be revalidated by the Federal Emergency Management Agency (FEMA) through a letter that will be sent to
your community shortly before the effective date of the revised FIRM.
Your community will have 30 days from the date of this lettet,to review the enclosed copies of the FIRM and
FIS report. The review period provides your community with an opportunity to correct and add non - technical
information, such as roads (within or adjacent to the SFHAs), bridges, and streams, presented on the FIRM
or in the FIS report. We will review all comments or changes received during this 30-day review period and
incorporate them, as appropriate, before the FIRM and FIS report become effective.
During the course of preparing the countywide FIRM and FIS report, we added or modified base flood
elevations (BFEs) where appropriate. Therefore, at the end of the 30 -day review period, we will initiate a
statutory 90 -day appeal period for the new or modified BFEs. We will send you a letter approximately 2
weeks before the start of the 90 -day appeal period to detail the appeal process. The letter will forward a list
of the BFEs to be published in your local newspaper in a "Notice of Proposed Flood Elevation
Determinations," and will provide the first and second publication dates. The appeal period will start on the
second publication date. During the appeal period, community officials and /or other interested parties may
submit scientific or technical information that would serve to refute the proposed or proposed modified BFEs.
Approximately 2 weeks following the end of the 90-day appeal period, we will initiate final preparation of the
FIRM and FIS report. The new FIRM and FIS report for your community will become effective
approximately 6 months later. Prior to the effective date, you will be notified that you should adopt floodplain
ordinances or modify existing ordinances as necessary to reflect any changes in the FIRM or FIS report,
including reference to the new map date. Approximately 3 weeks prior to the effective date, we will send your
community printed copies of the FIRM and FIS report.
Please note that once the FIRM and FIS report are printed and distributed, the digital files containing the flood
hazard data for the entire county can be provided to your community for use in a computer mapping system.
These files can be used in conjunction with other thematic data for floodplain management purposes, insurance
purchase and rating requirements, and many other planning applications. Paper copies of the printed FIRM
panels may be obtained by contacting our Map Service Contractor at 1 -800- 358 -9616. Copies of the digital
files may be obtained by contacting our Technical Evaluation Contractor at (703) 960 -8800. In addition, your
community may be eligible for additional credits under our Community Rating System if you implement your
activities using digital mapping files.
