Dear Ms. Daneshmand:
This is in reference to the Flood Insurance Study (FIS) and Flood Insurance
Pate Map (FIRM) for the City of Coppell. In recent telephone conversations
with both Matthew Miller of my staff and members of our technical evaluation
contractor, you have expressed uncertainty regarding the current status of the
City of Coppell FIS and FIRM. This letter is to update you on the progress of
the City of Coppell FIS and FIRM.
On September 22, 1988, we issued a preliminary revised FIS and FIRM for the
City of Coppell. In a January 12, 1989 letter, Mr. Russell R. Doyle, P.E.,
Coppell City Engineer, requested a revision of the September 22, 1988 pre-
liminary FIS and FIRM to incorporate the results of a comprehensive restudy of
flood hazards of all streams, prepared by Kimley -Horn Associates (KHA). We
delayed finalizing the preliminary revised FIS and FIRM while reviewing the
KHA restudy. We have had numerous technical review concerns with the original
KHA restudy and subsequent revised data. These concerns were addressed in
letters to the City of Coppell dated July 3, and December 7, 1989; March 30,
September 18, and November 30, 1990; and March 7, 1991.
Due to the insufficient floodplain mapping and numerous delays in submitting
other requested data, we can no longer delay finalizing the September 22, 1988
preliminary revised FIS and FIRM. Please find enclosed a copy of our letter
to the Honorable Mark Wolfe, Mayor of the City of Coppell, finalizing the
September 22, 1988 preliminary revised FIS and FIRM. We have also enclosed
proof copies of the FIS and FIRM reflecting changes to the corporate limits as
requested in a January 12, 1989 letter from your community, which depict the
Coppell FIS and FIRM as it will appear in its final effective form. The
process of printing the revised FIS and FIRM for the City of Coppell has begun
and, when completed, the final revised FIS and FIRM will be forwarded to your
community with a new effective date of October 16, 1991.
Please note that the finalization of the preliminary revised FIS and FIRM will
not delay our processing of the KHA restudy; once sufficient mapping is
submitted to support the KHA restudy, as requested in our March 7, 1991
letter, we will gladly initiate a new revision to the City of Coppell FIS and
FIRM to reflect the restudy.
