In a letter dated February 9, 1989, you were notified of proposed modified
flood elevation determinations affecting the Flood Insurance Rate Map (FIRM)
and Flood Insurance Study (FIS) for the City of Coppell, Dallas County, Texas.
The 90 -day appeal period that was initiated on April 12, 1989, when the
Federal Emergency Management Agency (FEMA) published a notification of
proposed modification of the Base (100 -year) Flood Elevations (BFEs) for the
City of Coppell, in the Coppell Gazette, has elapsed.
Prior to our February 9, 1989 notification, your community requested, in a
letter dated January 12, 1989, that FEMA revise the September 22, 1988 pre-
liminary FIRM and FIS to include updated corporate limits information and
the results of an untitled technical report prepared by Kimley -Horn and
Associates, Inc., Consulting Engineers for the City of Coppell. The corporate
limits, as shown on the FIRM, have been revised as requested by your com-
munity. However, as stated in our March 7, 1991 letter to you, due to a lack
of supporting data, we are unable to incorporate the data prepared by Kimley-
Horn and Associates, Inc. Should the necessary supporting data become
available in the future, we will incorporate any necessary changes under Part
65 of the National Flood Insurance Program (NFIP) regulations.
The enclosed proof copies of the FIRM and FIS reflect the necessary changes to
the corporate limits of your community. In addition, in the area of the
annexed portions of the City of Lewisville, the 100 -year floodplain and FEMA-
designated floodway for Denton Creek have been narrowed on the north overbank
to bring the Coppell FIRM into agreement with the more up -to -date Lewisville
FIRM. Please note that the BFEs for Denton Creek are unaffected by these
changes and remain as they were shown on the September 22, 1988 preliminary
FIRM and FIS for the City of Coppell.
The modified flood elevations as reflected on the proof copies of the FIRM and
FIS are effective as of October 16, 1991, and revise the FIRM which was in
effect prior to that date. For rating purposes, the community number and new
suffix code for panels being revised are indicated on the maps and must be
used for all new policies and renewals.

The modifications are pursuant to Section 206 of the Flood Disaster Protection
Act of 1973 (P.L. 93 -234) and are in accordance with the National Flood
Insurance Act of 1968, as amended, (Title XIII of the Housing and Urban
Development Act of 1968, P.L. 90 -448) 42 U.S.C. 4001 -4128, and 44 CFR Part 65.
FEMA has developed criteria for floodplain management as required under the
above - mentioned Acts of 1968 and 1973. As a condition of continued eligi-
bility in the NFIP, your community must remain in compliance with Section
60.3 (d) of the NFIP regulations by amending or supplementing the existing
floodplain management measures in force to reflect data shown on the latest
FIRM modifications within six months of the effective date of the revised
FIRM. The modified base flood elevations and flood insurance zone designa-
tions will be used to calculate the appropriate flood insurance premium rates
for all new buildings and their contents and for the second layer of insurance
coverage on existing buildings and their contents.
Communities that fail to enact or amend the necessary floodplain management
regulations to reflect the data shown on the latest FIRM are subject to
suspension from participation in the program and the prohibitions contained in
Section 202(a) of the 1973 Act as amended. If you have any questions or
concerns about whether your existing ordinances will be fully compliant with
NFIP requirements when the new maps become effective, you should contact our

Modified base (100 -year) flood elevations are determined for the com-
munities listed below.
These modified base (100 -year) flood elevations are the basis for the
floodplain management measures that the community is required to either adopt
or show evidence of being already in effect in order to qualify or remain
qualified for participation in the National Flood Insurance Program (NFIP).
EFFECTIVE DATE:
The date of issuance of the Flood Insurance Rate Map (FIRM) showing
modified base (100 - year) flood elevations, for the community. This date may
be obtained by contacting the office where the maps are available for inspec-
tion indicated on the table below.

SUPPLEMENTARY INFORMATION:
The Federal Emergency Management Agency gives notice of the final deter-
minations of flood elevations for each community listed. Proposed base flood
elevations or proposed modified base flood elevations have been published in
the Federal Register for each community listed.
This final rule is issued in accordance with Section 110 of the Flood
Disaster Protection Act of 1968 (Title XIII of the Housing and Urban Devel-
opment Act of 1968 (Pub. L. 90- 448)), 42 U.S.C. 4001 -4128, and 44 CFR Part 67.
An opportunity for the community or individuals to appeal proposed deter-
mination to or through the community for a period of ninety (90) days has been
provided.
The Agency has developed criteria for floodplain management in flood -prone
areas in accordance with 44 CFR Part 60.
Pursuant to the provisions of 5 USC 605(b), the Administrator, to whom
authority has been delegated by the Director, Federal Emergency Management
Agency, hereby certifies for reasons set out in the proposed rule that the
final flood elevation determinations, if promulgated, will not have a sig-
nificant economic impact on a substantial number of small entities. Also,
this rule is not a major rule under terms of Executive Order 12291, so no
regulatory analyses have been prepared. It does not involve any collection of
information for purposes of the Paperwork Reduction Act.
