Miller, Police Chief 4r Subject: Hike & Bike Trail Master Plan On June 13, 1995, I was provided a copy of the Proposed master plan for the city's hike and bike trail system and have now had an opportunity to review the plan and personally look at most of the areas under consideration. I have also reviewed Ken Griffin's comments and concerns as set out in his memorandum dated June 20, 1995. The plan, as presented, is very comprehensive and probably long overdue for the City of Coppell. It would have been much easier to design the trail system inclusive of the overall city master plan and eliminate the need for any on street riding. On street riding presents the one major area of concern from a public safety standpoint. Many of the streets that have been designated for bike routes do not provide enough street width to accommodate bike riders. The consultants involved in this project have pointed out the fact, "By law, a bicycle is a vehicle and may utilize any street or surface traveled by automobiles ". Idealistically this statement is true, in reality it is simply not safe in all situations. It is the responsibility of the city to make every effort to see that all persons using our streets and walkways can do so in a safe a manner. The bike master plan needs to minimize the amount of on street bike routes especially on the through streets with multi- laned usage. The second area of concern centers on the off street designated trails that are planned along the creek ways. Some of the planned areas are isolated and could present a problem, from a public safety standpoint, in getting necessary emergency equipment into these areas in the event of an injury or illness. Isolated areas, that are not subject to visual patrol, that are open to the public can become "safe havens" for drug users and dealers, alcohol users and abusers, as well as locations where certain criminals may prey on younger children or women. The off street trail system needs to provide for safety as it relates to accessibility of emergency police and fire equipment. The system also needs to provide for emergency communication access, i.e., solar powered call boxes, or other telephone system so users can quickly summon aid if needed.
