This memo is a follow -up to our telephone conversation of August 4, 1994 in which you
questioned why I had not provided written comments to you concerning the selection of the
consultant for the City -Wide Trail System Master Plan. I thought I had made it clear during the
interviews that I would not be providing written comments concerning the selection of the firm.
I informed Gary, Rick and yourself following the interviews that it was my opinion that none
of the three firms had ever completed a project of this magnitude or specifically of this nature.
It appeared from the interviews that the type of past work performed by the three firms was
centered around trail development within City parks and not city wide along creeks . However,
I stated that I did not have a problem with the firm of Newman, Jackson, Bieberstein, Inc. or
Schrickel, Rollins & Associates. Both firms did equally well during their presentations. It
appears either firm could do the job for the City of Coppell if chosen.
I would like to point out that the scope of services did not provide any information nor was there
any form provided to the panel on how to rank or evaluate the firms. I am sure you are well
aware my expertise does not lie in the field of landscaping, trails or park systems. Because it
was my opinion that two firms did equally well, I stated that I would have to rely on your
opinion or Rick Wieland's on which firm you felt would do the best job for the City. But I
did state in the meeting that I had no problem with the two above mentioned firms and would
be providing no written comments.
Because you have again requested written comments, I offer the following: the firm of Newman,
Jackson, Bieberstein, Inc. or Schrickel, Rollins & Associates is acceptable. I base that strictly
upon the presentations as there was no criteria to evaluate the firms. I know that Gary provided
a ranking of the three firms based upon various issues that he gathered from the presentation.
I am not sure how Gary evaluated some of the firms on the issues that he presented such as
resources, overhead cost, etc. My only opinions are based strictly on the presentation and the
fact that either of the two firms should be able to adequately perform the job.
