Project: COMMUNITY PARK PHASE I IMPROVEMENTS
This letter of proposal describes planning and landscape architectural
services to be provided by MESA Design Group, Inc., costs of these services
and general conditions under which those services would be executed.
SCOPE OF SERVICES
MESA Design Group, 'Inc., will provide the following planning and
landscape architectural services for the Community Park Phase I
Improvements:
A. DATA COLLECTION REIMBURSABLES
1. Aerial Topography
Topographic Mappiug = Aerial mapping of the entire park site
will be provided in reproducible format for a base map and in
digital format for use on a CADD system. This will facilitate the
preparation for the Basic Hydraulic Study, as well as, provide
updated topographic information for design and planning of the
site. A brief review of the 1989 cross sections provided by your
office shows significant changes since the 1985 city topography,
especially in the area of the east lake. Therefore, revisions to the
cross sections in the hydraulic models will be required to evaluate
the characteristics of the proposed park improvements.
Field Survey of Topography and Trees in Areas of Parking,
Restroom and Playground
In addition, a detailed survey will be provided for the Phase I
parking lot/restroom area (6 acres). This survey will include
verification of the aerial topography and location and
identification of all trees.
3. Soil Tests
The Consultant will procure six soil borings on the site in order
to provide geotechnical design data for structural improvements
and lake construction.

4. Final Recommendations and Presentation

Recommendations - Recommendations will be provided in
a brief letter report and a representative from Halff
Associates will be available for meetings and presentations
to Coppell Public Works Department, the Park Board and
the City Council, as required. Changes to the proposed plan
as a result of these meetings and presentations will be
incorporated into the HEC-2 model and interior drainage
schematic and the Master Grading Plan will be reviewed
and corrections/changes recommended.
Permitting
Permit Approvals - Hydraulic models will be prepared for
the final park plan and submitted to the applicable federal,
state and city departments. The complete report on the
hydraulic study will be provided to the City of Coppell,
FEMA, and C.O.E. A conditional letter of map revision
(LOMR) will be obtained from the
Federal Emergency Management Agency (FEMA). A final
LOMR may be obtained at the completion of all park
improvements. Please note that the final LOMR is not
included in this contract.
A wetland determination and submittal to the COE for a
404 permit is also included. The master grading plan will
be utilized as the wetlands mitigation plan. The Consultants
feel that this project will qualify under the nationwide
permit criteria since the east lake is being increased in size.
Therefore, the scope of services provided covers the
permitting only. Preparation of a CDC (Corridor
Development Certificate) application will be investigated
and prepared if necessary. New federal regulations also
require construction projects affecting over 5 acres to
obtain an NPDES storm water construction permit. The
current regulations require that the contractor obtain this
permit. The Consultant will coordinate this effort.
C. CONSTRUCTION DOCUMENTS
MESA Design Group will prepare construction documents in
accordance with the intent of the Phase One construction anticipated
by the TPWD Grant. These documents will include plans, details and
specifications entered for bid purposes. These documents shall cover
the following construction items:
1. Landscape and Irrigation Plans
a. Parking Lot/Restroom Area
b. Residential screening buffer of Parking
c. Baseball Fields
d. Turf and Temporary Irrigation in remainder of park.

Site Grading/Structures
Final construction documents of site grading of Phase One will be
prepared in accordance with the hydraulic models prepared. This
includes lake and baseball field grading, extensions of off site
drainage flumes from the Parkview Subdivision into the lake
and onsite area drains if required. Design of a new lake outflow
structure, dam and permanent erosion control is not included as
a basic service (see "Optional Services"). In addition design of
detention ponds for erosion control is not included.
The proposed rule for NPDES storm water construction permits
requires detention if the disturbed area is greater than 10 acres.
The final rule should be published in early 1992. As specified
under the permit tasks, the contractor would be required to
obtain this permit. However, design and installation of the
detention structure could increase the cost of this project.

MESA will be available for meetings, presentations and reviews
during the hydrology evaluation and preparation for construction
documents as follows:

4. City of Coppell Building Inspection Department and
Engineering Department review and approval as required
BIDDING
MESA will assist the City of Coppell with letters to prospective
bidders, pre-bid conference, clarifications to contractors,
tabulation and review of bids, and presentation to the Park Board.
F. CONTRACT ADMINISTRATION/CONSTRUCTION OBSERVATION
MESA will provide assistance during the construction phase as follows:
I. Assistance with bidding and negotiation as required
2. Pre-construction meetings as required with Owner's
representative, General Contractor, Landscape and Irrigation

3. Tree tagging and approval of plant material as necessary
4. Site reviews and punch outs as required
5. Approval and verification of invoices
The City of Coppell will provide inspection services for mechanical,
structural and architectural items during the construction period. In
addition, City of Coppell will provide a project manager from public
works for general project supervision

Insurance requirements: Consultant shall procure, pay for, and
maintain during the term of this contract, with a company
authorized to do business in the state of Texas, and acceptable to
city, the minimum insurance coverage contained in Exhibit 'C'
attached to and made part of this contract.
Indemnity: Consultant shall defend, indemnify, and hold City
whole and harmless against any and all claims for damages, costs,
and expenses to persons or property that may arise out of, or be
occasioned by or from any negligent act, error, or omission of
consultant or any agent, servant, or employee of consultant in the
execution or performance of this contract.
