Dear Mr. Bush:
A preconstruction conference was held at the Coppell Town Center,
255 Parkway Blvd., Coppell, Texas on August 18, 1988 for the
above referenced project. The following people were in
attendance:

The following items were discussed at the meeting:
1) The Owner of the project is the City of Coppell. All pay
reques~ will be paid by the Owner, after approval by Ginn,
Inc.
Ginn, Inc. is the Engineer on the project and will
administer the construction and provide construction review
as needed. Mr. Sanford Case, P.E.. will be the Project
Manager for Ginn, Inc.
The Contractor is Preload Construction Company, Inc., 839
Stewart Avenue, Garden City, New York 11530, and the person
to direct all correspondence to is Mr. Michael Bush.

2) Ail communications in the field shall be between Mr. Randy
Fleming (Inspector, Ginn, Inc.) and the Contractor's
designated superintendent. Preload will assign the
superintendent for this project within the next few weeks.
All City employees, subcontractors, ect., must go through
the proper channels.
3) Emergency phone numbers were discussed. Police, Fire, and
Ambulance can all be reached by dialing 911. Emergency
contacts and numbers for Preload will be supplied in the
next few weeks and distributed to all departments.
4) Preload indicated that they intend to have a construction
trailer and several tool trailers on the site. A site plan
needs to be submitted for approval and a City permit issued
prior to moving the trailers onto the site. There will be
no charge for the permit. Arrangements for construction
water and a meter should be made through Howard Pafford,
Water Utilities Department.
5) Security fencing was discussed. Preload indicated that
they only intended to erect a temporary security fence
around the job trailers unless security problems developed.
Appropriate barriers would be erected around excavations as
needed.
6) The contract time is 345 calendar days. A notice to
proceed should be issued during the week of August 22, 1988
if all insurance issues have been resolved by that time.
This would result in a completion date during the first
week of August, 1989.
7) Shop drawing submittals are needed as soon as possible.
All submittals must be signed and sealed by an engineer
registered in the State of Texas. Preload estimated it
would take approximately three weeks to complete their
preparation of the submittals.
8) Concrete mix designs and batch plant locations should also
be submitted for review as soon as possible.
9) Preload should make application to the City for a building
permit. There will be no charge for this permit.
10) Pay Applications must be submitted to the Ginn, Inc.
inspector for review by the 10th of each month. The
application should cover all work performed in the previous
month. Ginn, Inc. will provide a copy of the forms to be
used. Preload will provide an itemized breakdown prior to
the first pay application.
11) A cash flow projection and construction schedule will be
submitted by Preload after a Notice to Proceed is issued.

12) Preload will have its own testing lab onsite to perform
quality control. Ginn, Inc. will be furnished copies of
all test reports. The City does not want a copy for their
files. Ginn, Inc. will have its own testing lab present
for independent verification and testing of various items
as needed.
13) The City of Coppell will not make building related
inspections of the project except for electrical work.
Contact the Building Inspection Department for all
electrical inspections if needed.
14) Another contractor will be utilizing the front portion of
the site for construction of the Village Parkway Pump
Station beginning in early October. Preload was reminded
to confine their operations to the designated areas and
requested to please coordinate their efforts with the Pump
station contractor. A possible change in the access road
to the site was also discussed. Ginn, Inc. will advise if
the location of the road is to be moved.
15) An alternate foundation design was briefly discussed. A
formal request with all necessary documentation and data
should be submitted for review as soon as possible. It was
reiterated that the contract is for a pier foundation and
plans should be made accordingly. Consideration of an
alternate should not be misinterpreted as an approval.
Ginn, Inc. will notify Preload in writing if the alternate
design is acceptable.
The above items enumerated are noted and concurred with, but
understood not to be a modification of any existing contracts or
agreements.
