Dear Mr. Griffin:
Kimley-Horn and Associates, Inc. (KHA) is in receipt of the revised hydraulic
analysis for Denton Creek associated with the Blackberry Farms development. The
documents were prepared by O’Brien Engineering, Inc. (OEI), and are dated May 9,
2013. The Corridor Development Certificate (CDC) application and Conditional
Letter of Map Revision (CLOMR) application for the Elm Fork of the Trinity River
were previously submitted by OEI.
KHA reviewed the document for adherence to currently published City of Coppell
Floodplain Management Ordinance, Federal Emergency Management Agency
(FEMA) National Flood Insurance Program regulations, and the North Central

Texas of Council of Goverments CDC Manual (4 Edition).
OEI has adequately addressed comments regarding the hydraulic analysis for
Denton Creek and the Corridor Development Certificate application for the Elm
Fork of the Trinity River. KHA recommends the City of Coppell approve these
studies. In addition, KHA recommends the City of Coppell approve the Conditional
Letter of Map Revision (CLOMR) for the Elm Fork of the Trinity River for
submittal to FEMA. Prior to City approval, OEI should provide final hardcopies of
the CLOMR to the City that includes the following information:
1.MT-2 Form 1, Overview & Concurrence Form, signed by the City of
Carrollton Floodplain Administrator.
2.U.S. Fish and Wildlife Service concurrence email and documentation used
to make the “no effect” determination.
