RE: West Sandy Lake Road Project (ST 99 -02B PH2)
Right of Way Dedication 300 W. Sandy Lake Road
Dear Mr. Whatley:
The city is in receipt of your letter of August 10, 2011 requesting credit against development fees in an
amount equal to the value of the land that was dedicated as right of way from the Bellacere Addition. I
am also in receipt of the attachments to the letter. It is the policy of the City of Coppell to establish a
"bank" that can be drawn upon to offset certain development fees when land is dedicated for streets that
appear on the city's thoroughfare plan. In this case, the dedication for Sandy Lake Road does meet the
criteria to establish a bank.
We agree that the value requested for said bank does represent the fair market value of the land at the
time of dedication. As such we will establish a bank in the amount of $34,088.00.
It is also the policy of the city that the bank can only be used to offset development fees related to
roadway development costs. Those costs are generally limited to roadway impact fees. This bank can
not be used to offset water, wastewater, building, or park fees.
In the case of Bellacere, you as the developer are also responsible for the cost of the fourth leg of the
traffic signal that will be installed at the intersection of Sandy Lake Road, and Whispering Hills, as well
as, the turn bay for left turning traffic into your development. Since these costs are roadway
development costs, and since they will be built at the time the city constructs West Sandy Lake Road, we
are agreeable to the use of this bank to fund portions of this work.
At the time of initial platting (4 lots) you paid $2,544.00 in Roadway impact fees. This amount can be
refunded through the use of this bank if you submit a written request to do so. Roadway impact fees
assessed for the latest plat (8 lots) adds an additional $2,544.00 in Roadway impact fees. These fees have
been credited against the bank.
It is somewhat harder to predict the future cost of the fourth leg of the traffic signal, and the left turn bay.
These items will be bid as part of the larger W. Sandy Lake Road project, and final costs will not be
known until such time as we receive bids and award a contract. For planning purposes, I have estimated
the cost of the traffic signal work at $20,000 based on a review of recent construction costs. Based on a
similar review, the anticipated additional cost of the left turn bay is approximately $2,500.
Based on my analysis, it appears that the bank established will be adequate to offset all of your roadway
impact fees and development costs associated with W. Sandy Lake Road. The fee letter dated October 6,
2011 from Mike Garza represents a credit to your roadway impact fees. The additional fees associated

with Park, water, and wastewater can not be offset from this bank. The fees outlined in that letter are
accurate and payable as outlined in therein.
Should you wish to discuss this in greater detail, please feel free to call me. We will process the refund
of your previous roadway impact fee payment in the amount of $2,544.00 upon receipt of your written
request.
