Dear Mr. & Mrs. Mills:
At the City Council meeting on September 14, 2010 the Engineering Department made a
presentation to Council on the status of right of way acquisition for the widening of
Sandy Lake Road. As of this time, there are only two parcels that we do not have an
agreement on for this acquisition, one of them being your parcel. One of the things we
presented to City Council was the average cost per square foot of land acquired to date.
The dollar amount used in calculating this average was the total offer including damages,
tree mitigation, etc. The cost has varied from a high of $11.80 to a low of $0.92 per
square foot, for an average of $6.86 per square foot.
Our latest offer of $59,947.17 for your 2,257 square feet of land represents an offer of
$26.56 per square foot. We have been authorized by City Council to begin eminent
domain proceedings in order to acquire this property. Those procedures consist of an
official appraisal and a hearing before the Commissioners Court to establish fair market
value. That process may result in a value that is more, or less than that value already
offered to you as compensation.
City Council has asked that prior to proceeding with eminent domain the city offer you
the previous offer plus the estimated cost of the eminent domain proceedings. As such,
we hereby offer $70,000 for the previously referenced 2,257 square feet of land, as total
compensation for the value of the land and all damages, real or perceived associated with
the dedication of this land and the subsequent widening of Sandy Lake Road.
In addition to the compensation listed above, the city will fund any necessary closing
costs through Allegiance Title Company in Coppell.

If the above offer is acceptable, please sign below and return to this office. Once the
letter is received, the process for payment of the $70,000.00 can start. Once the check is
available, we will schedule the closing with the title company.
